Job summary
This is a new and exciting role to join Coventry & Warwickshire ICB as our Head of Strategic Education and Skills to support the delivery of the NHS Long Term Workforce Plan. This role will be responsible for ensuring as a system we significantly increase education and training as well as increasing apprenticeships and alternative routes into professional roles. The role will work with our Head of Workforce Transformation to support the workforce planning process and to identify new roles designed to better meet the changing needs of our population. Working with the Head of Workforce Transformation this role will be responsible for developing clear projections for our supply pipeline and working collaboratively with FE and HEIs along with our system partners to help us grown and train our NHS workforce for the future.
This is a high-profile, strategic system-wide role, requiring the ability to influence and engage stakeholders and develop plans that align across a wide range of complex organisations' challenging and conflicting priorities.
Main duties of the job
The post will take a leadership role that encompasses:
- To shape the development of Education, Training, and Skills Development to deliver the aims of our ICS in the provision of high-quality education and employment opportunities for the population of Coventry and Warwickshire.
- Working in collaboration with our partner organisations, Universities, and Colleges to develop career pathways and improve access into health and care roles and ensure we have a detailed delivery plan.
- Delivering the identified priorities in the Coventry & Warwickshire One People Plan, in collaboration with Executive Clinical and People Leaders in our constituent organisations, with particular focus on:
- Transforming Education Pathways
- Training Innovation
- Skills Development for existing staff and our future workforce via education providers
- Ensuring alignment between the Coventry and Warwickshire skills strategy and the health and care national workforce plans, to be responsible for identifying and responding to opportunities to attract funding/investment into the local system, building on collaboration with education and local authority partner organisations.
- Supporting people and education professionals within our system to mobilise and deliver the strategy.
- Being an ambassador and champion for the development of our workforce, ensuring an inclusive and people-centred approach is adopted.

Coventry and Warwickshire Integrated Care Board (ICB) is responsible for commissioning NHS services on behalf of people in Coventry and Warwickshire. In consultation with local partners, it plans the delivery of services in a way that both meets local health and care needs and reduces inequalities between different groups. - To utilise workforce planning information to develop a workforce education and training strategy across the system and develop career pathways across professional boundaries with NHS/Social Care/Primary Care.
- Work with NHSE to ensure the system takes full advantage of commissioning opportunities and be responsible for embedding the METIP returns into annual planning.
- Together with education and skills partners deliver new pathways into health and care careers.
- Work in collaboration with HEIs and other education providers to ensure education pipelines for new roles, particularly Medical Associate Professional (MAPs) roles, Nurse Associates Peer Support Workers, General Practice Assistant
- Responsible for the planning and implementation of the CWICB People Plan and agreed priorities, ensuring that key milestones are achieved and that the required outcomes are met for: -

- Facilitate partners across the health and social care system in recognising the importance of workforce in driving ICS service transformation, using analysis, judgement, knowledge and experience to support the system in developing actionable solutions. Working through the CWICB People Board to ensure that the design of new models of care have workforce considerations central to their development.
- Following detailed analysis of relevant strategies and guidance, work with the CWICB Chief People Officer to develop the workforce education, training, and skills development needs arising from the NHS Long Term Workforce Plan and other national priorities and developing local plans.
- Work with the system to best utilise the apprenticeship levy across partner organisations and the Trust by ensuring apprenticeships are integral to all career pathways.
- To actively promote diversity and inclusion in all education, learning and talent development activities.
- To develop and advise on innovative solutions to workforce shortages within CWICB and use influencing skills to encourage organisations to work across organisational boundaries, on occasion relating to matters where professional opinions may differ.
- Responsible for managing, maintaining and monitoring appropriate budgets, e.g., NHSE.
- Line management and development of staff within the ICB People function.
