Job summary
The post holder will provide comprehensive, professional accounting support within the System finance team. This will include, but not limited to:
Providing specialist support to the ICS reporting and decision-making process in respect of investments, leases, capital charges and financial management assumptions of Providers.
- Support the Head of System finance in producing medium- and long-term financial plans
- Support the Head of System Finance in monitoring, forecasting & planning the use of revenue and capital within the ICS.
- Production of monthly management information and financial monitoring for the ICS.
- The post holder will provide monthly analysis of provider monitoring information to inform the ICS commissioning process and detailed evaluation of expenditure, investigating variances from budget.
- The post holder will support the financial planning and contract negotiation processes.
- The post holder will forge positive working relationships to support ICB & ICS goals. The post holder will ensure the Head of System Finance is kept informed on all key management issues relating to this substantial service area
- Further the post holder will contribute to developing a culture of strong financial stewardship within the ICB & ICS, promoting the need for economy, efficiency and effectiveness.
Main duties of the job
Planning and Organisation:
1. To ensure the efficient management of ICS System finances, including the development of relevant new financial systems.
2. Liaise with NHSE with regard to capital & revenue allocations, additional opportunities for the system, changes anticipated & multi-year allocations/expectations, to ensure these align to approved business cases.
3. To support/undertake investment appraisals & reporting in relation to System business cases.
4. Support the Head of System Finance in overseeing the ICS's capital investment programme, ensuring compliance with the NHS capital accounting regime.
5. Advise the Head of System Finance on actions required to achieve compliance with any capital resource limits & actions to achieve the ICS's capital expenditure controls & provide regular reports to the Operational Finance Group & other ICS reporting groups as required regarding performance against the capital budget.
6. Manage the ICS's allocation budgets.
Analytical and Judgmental:
1. To maintain systems & processes for monitoring expenditure against plan for all designated contract portfolio/budget areas on an ongoing basis, to support appropriate challenge to variances & recommend corrective action.
2. To be responsible for the production of timely & accurate monthly financial management information in a clear & understandable format, including year-end forecasts, to enable budget holders to make informed decisions.

Principal Duties
Planning and Organisation:
To ensure the efficient management of ICS System finances, including the development of relevant new financial systems.
- Liaise with NHSE with regard to capital & revenue allocations, additional opportunities for the system and changes anticipated as well as multi-year allocations/expectations to ensure that these align to approved business cases.
- To support/undertake investment appraisals and reporting in relation to System business cases.
- Support the Head of System Finance in overseeing the ICSs capital investment programme ensuring compliance with the NHS capital accounting regime. Advise the Head of System Finance on actions required to achieve compliance with any capital resource limits and actions to achieve the ICSs capital expenditure controls and provide regular reports to the Operational Finance Group and other ICS reporting groups as required regarding performance against the capital budget.
- Manage the ICSs allocation budgets, including setting the budget, monitoring and reporting against the budget through the year and supporting corrective action if required.
- Provide the information necessary to allow internal and external audit to perform their duties and implement audit requirements and recommendations relating to the role in a timely manner.
- Review and analyse complex business cases and advise ICS Operational Finance Group on their value for money with specific regard to identifying and managing financial risks. Develop a close working relationship with the Head of System Finance and ensure they are fully briefed on developments and consulted for approval as required.
- Maintain an effective working relationship with other individuals in the Finance team, members of CSU staff, other members of the ICB and other outside organisations to ensure the delivery of a professional service focused on achieving a high level of customer satisfaction.
- To ensure that a customer focused service is delivered whilst at the same time upholding the highest professional standards and demonstrating strong financial stewardship and adherence to ICB financial policies and procedures.
