Job summary
This
is an exciting opportunity to work in the Kent and Medway Integrated Care
Boards Oversight Team.
Due
to the technical and professional nature of the role, professional supervision
and development will be provided by the ICBs Analytics Team whilst day-to-day
management and workload will be provided by the Oversight Team.
The Oversight Team is a small and dedicated/friendly team, working to the
ICBs Chief of Staff, which is responsible for the ICB oversight function. The
team supports the ICB to become increasingly self-standing and self-assuring,
by providing an objective view of delivery and performance, in line with
delegated oversight responsibilities from NHS England.
The
ICB oversight function provides an independent and objective, evidence-based view
of how the ICB, Kent and Medway providers, our four Health and Care
Partnerships, and other system partners are performing and understanding any
support requirements they may have.
You
would also be professionally part of a large and vibrant Analytics team. As
early adopters of the National Competency Framework, NHS England, for Analytics
we attach a high level of importance on the development of our analytical
staff.
This makes for a dynamic
workload requiring the valuable development of performance oversight
information and insights.

Due to the technical and professional nature

development in place via the ICB Analytics team, with day-to-day management and
workload provided by the ICB Oversight team, being an integral part of the
Oversight Team and wider Chief of Staff directorate, working to:
Support
the Senior Performance Oversight Manager to deliver the Oversight Teams
business as usual processes. Leading on the management of data and its visual
presentation within those processes to provide meaningful insights and outcomes
to support the identification of issues for escalation.
Support
the Senior Performance Oversight Manager to ensure that all routine information
provided by the ICBs Analytics team is signed-off after quality control
reviews and that new flows of data or metrics are understood by the Oversight
Team.
Lead on
the management, development, measurement and monitoring of all Oversight
performance metrics.
Lead on
the provision of analytics, statistical methods and meaningful visuals
(storytelling with data) to support the production of Oversight reports at an
ICB, provider, system and place level.
Conduct
analytical deep dives on behalf of the Oversight team in areas of issue
identified within the Performance Oversight, Improvement Approach and NHS
Oversight Framework processes.
Provide
analytics across the Chief of Staff directorate as required to support the
monitoring and outcomes measurement of the ICBs objectives, Financial Recovery
Plan schemes and workplan as directed by the Chief of Staff.

- Educated to masters level or equivalent level of experience of working at a senior level in specialist area

- Evidence of post qualifying and continuing professional development.
- Must have a good understanding and practical use of SQL including the use of SELECT and aggregation functions. Desirable to have Common Table Expressions.
- Must have a good understanding and practical use of Power BI and DAX including being able to create visuals. Desirable to have knowledge of PowerQuery and link to data sources.
- Practical experience of accessing and appraising complex data sets, including data quality, applying a range of techniques to analyse data and provide insights.
- In depth knowledge of NHS and public sector datasets and sources.
