Job summary

o Responsibility for supporting the implementation of the National Payment System - incomeand expenditure, contract finance support, controls (counting and coding), patient validation andcontract forecasting.o Delivery of contract finance function / operating model and team.o Provide ICB Teams with expert contract finance support and strategic analysis of contractportfolio.o Actively supporting the ICB and ICS's financial sustainability and delivery of statutoryfinancial targets.o Contribute to the development of specific parts of the new contract finance models to supportthe transformation of services.o To coordinate the transition of contract reporting to Secondary User Service statistics.

Main duties of the job

o Ensures that financial information provided to others is accurate, timely and useful.o Maintains, monitors and develops through the ledger, income and expenditure budgets.o Produces ad-hoc reports and analysis as required and answers queries promptly andaccurately.o Production of monthly and forecast contract finance reportingo Writes and maintains procedures for own area of responsibility striving to improve themwhere appropriate.o Actively supporting the ICB's financial sustainability and delivery of statutory financialtargets.o Investigates variances on contract performance and makes required budget or expenditureadjustments for reporting overall ICB finance position .o Assists with the collation, evaluation and reporting of externally collected data - e.g.PBR/SUSo Uses financial and business knowledge to challenge and suggest improvements to practicesand procedures.

Qualifications and experience

Essential

  • CCAB part qualified or equivalent experience,
  • Experience of working for at least three years in an accountancy role
  • Experience of preparing large and complex budget setting and reporting processes including budgetary control and forecasting
  • Previous experience in similar role in public sector

  • Strong understanding of the technical application of the NHS payment scheme
  • Attention to detail combined with the ability to extract key messages from complex analysis
  • Ability to analyse and interpret information, pre-empt and evaluate issues, and recommend and appropriate course of action to address the issues
