Job summary
The Deputy Chief Transformation Officer s will act as an integral member of the senior management team within the organisation and across integrated working with the local authorities. The post holder will have specific responsibility for supporting the Chief Transformation Officer (CTO) across all areas of his/her portfolio to ensure that the ICB complies with its statutory duties. The Director may be asked to deputise for the CTO as required.
The role is a key senior leadership role in supporting the ICB to drive improvements in quality, safety and effectiveness in the services that are commissioned.
The core purpose of the role is to lead and design the delivery of system wide improvement initiatives, new innovative models of care and ultimately better outcomes for people. This will include programmes and projects as set out in the system wide Long Term Plan (LTP) and as identified as part of the core ICBs responsibilities. The post holder will develop strategy, policies and operational procedures for the effective commissioning of outcomes, with a strong focus on collaboration with Portfolios, Provider Collaboratives and Place (including locality-based development).
Main duties of the job
1. Lead the development and implementation of the ICBs future operating model together with the development and delivery of service transformation plans across all healthcare sectors and providers, ensuring these are in line with organisational and local priorities, within required timescales and that key objectives are met and reported on.
2. Responsible for leadership and the development of an accountable delivery culture
3. Support the development of a longer term future vision of the future health and care system that will respond to the changing needs of the population, and involving a wide range of stakeholders in its development and delivery
4. Responsibility for the overall management of the ICBs joint commissioning function and the line management of senior staff
5. Leadership Skills and behaviours
6. Leading and being accountable to the governing bodies for key aspects of the ICBs strategic leadership, system service redesign, planning and urgent care systems functions and activities, working closely with relevant Executives, Senior Leaders, Clinical & Professional Leaders to commission services to meet the healthcare needs of the ICBs population
