Job summary

  • To provide a professional purchasing service, sourcing and analysing competitive quotations to deliver savings and Value for Money (VfM) in accordance with Norfolk Community Health and Care NHS Trust (NCHC) Standing Financial Instructions (SFIs).
  • To provide purchasing and sourcing advice to Trust staff.
  • To support the Procurement Systems Manager, and Capital Improvement and Development Manager, in the delivery of their specific projects and programmes.
  • To promote the Trust's procurement strategy and contribute to evolving procurement procedures and practices.
  • Update the Trusts contract database and management tool (ATAMIS) with new contracts, and any required modifications to existing contracts.

Main duties of the job

  • Support Trust staff with the correct Purchase Order processes.
  • Engage with suppliers through negotiation and sharing information to improve VFM.
  • Ensure that capital equipment purchases are in line with the Capital procedures and from compliant contractual agreements.
  • Act as a co-ordinating point with the external Accounts Payable provider to ensure the Trust meets its invoicing targets.
  • Have a working understanding of the Trusts Inventory Control System - working with Ward Staff and Procurement Systems Manager to ensure stock changes are updated and correct levels are maintained.
  • Support the formation of tender packs, including promoting the use of standard templates and procurement processes.
  • Assist the Capital Procurement Development and Improvement Manager with delivery of required capital procurement services and projects.
  • Maintain a detailed knowledge of product groups and changing technology.
  • Monitor and review purchasing activity, ensuring compliance, and identify any breaches to the Head of Procurement
  • Analyse trends in new product requisitions and identify to the Procurement Systems Manager and the Capital Improvement and Development Manager.
  • Build an awareness of NCHC stock and nonstock contracts and ensure contract compliance.
  • Update the Trusts contract database and management tool (ATAMIS) with new contracts, and any required modifications to existing contracts.

You will form part of the strategic procurement team, which services both Norfolk Community Health and Care, and the Norfolk and Suffolk NHS Foundation Trusts.

  • Educated to 'GCSE' Level grade C or above or equivalent work experience
  • Knowledge of professional purchasing principles acquired through NVQ Level 3 or Chartered Institute of Purchasing and Supply (CIPS) Foundation, plus knowledge of contract law acquired through short courses and experience or equivalent

Desirable

  • Evidence of continuing professional development, including CIPS or equivalent

Experience

  • Previous buying experience (ideally with an NHS background)
