Job summary

To work as part of the Trust's Procurement team; routinely working on highly complex tendering processes and procedures, whilst also dealing with complex contracts and high value cost data.

To act as a focal point for customers, suppliers and all levels of internal and external staff in the specifying, procuring and contract management for the supply of goods and services which support clinical and non-clinical activity for the Trust.

To optimise value for money, through increasing spend under management, contract compliance, product and service rationalisation and actively manage the marketplace through establishing Trust wide good practice for supplier and contract management.

The post will deputise for the Head of Procurement when required.

Main duties of the job

To ensure that all orders and contracts placed are in line with SOs / SFIs / EU Procurement legislation, ranging from three quotations; formal competitive tenders or a full FTS procurement as required.

Contracts will include areas which impact directly on patients. The tender process will include:o Analysing expressions of interest from tendererso Working with clients in producing output driven specificationso Producing invitation to tender documentso Analysing tenders, including whole lifetime costing, contractual compliance etc.o Pro-active discussions with clients over award recommendationso Producing contract documentation

Advising Executives, Senior Managers, Clinicians and service users on all aspects of the procurement process, public procurement and (current) UK Procurement Legislation, ensuring that probity and corporate governance is maintained.

To communicate to highly complex and highly sensitive commercial aspects from the Trust to the Contractors and to negotiate with them as appropriate to achieve KPIs. This includes obtaining better prices or services, resolving disputes and sensitive negotiations about commercial interests as well as maintaining patient care.

Promoting cost effective solutions through inclusive enablement processes, to maintain contract compliance with "best buy guide" product/service category and market plans.

You will form part of the strategic procurement team, which services both Norfolk Community Health and Care, and the Norfolk and Suffolk NHS Foundation Trusts.
