JOB Summary
The Lead Infection
Prevention Control Nurse Deputy Director of Infection, Prevention and Control
has the responsibility for the Infection Prevention Strategy with guidance from
the Executive Nurse Director of Governance and Director of Infection, Prevention
and Control. The post holder has
responsibility for the operational management of long-term infection,
prevention strategy, operational policy and the annual programme of work and
the production of Bridgewater
community healthcare NHS Trusts Annual Report for Infection Control. The post
holder will manage a team of infection, Prevention and Control Nursing staff. They will work in partnership with key
stakeholders across the health economy to respond to the national and local
infection and prevention agenda.
The post holder has
the responsibility for Infection Prevention Strategy, policy guidance and
practice within BRIDGEWATER COMMUNITY HEALTHCARE NHS TRUST. The post holder will have budgetary control
for training materials, publicity information and publication of external
documents / reports.
KEY RESPONSIBILITIES
1.
Management
With the direction of
the Executive Nurse Director of Governance and Director of Infection
Prevention and Control produce the BRIDGEWATER COMMUNITY HEALTHCARE NHS TRUST
strategy for infection prevention and control.
To formulate,
co-ordinate and evaluate the BRIDGEWATER COMMUNITY HEALTHCARE NHS TRUST Annual
Programme of work for infection prevention and control, including the
production of the BRIDGEWATER COMMUNITY HEALTHCARE NHS TRUST Annual Report for
Infection and Control.
To analyse, evaluate
and review where necessary actions in the annual programme of work to address
local priorities, targets and incidents.
To co-ordinate the
investigation of outbreaks, provide expert advice on their control and further
avoidance.
Produce regular
reports which are bi-monthly to Board , Sub Committees on BRIDGEWATER COMMUNITY
HEALTHCARE NHS TRUST compliance with the Hygiene Code of Practice.
Produce the annual
draft statement of compliance for the Boards declaration with the Care Quality
Commissions Hygiene Code of Practice.
Prepare reports and returns to external organisations on BRIDGEWATER COMMUNITY HEALTHCARE NHS TRUSTs
Infection, Prevention and Control Strategy and Performance.
To facilitate the
management of infection risks in BRIDGEWATER COMMUNITY HEALTHCARE NHS TRUST
through:-
Co-ordination of an
effective system of communication relating to infection, prevention and control
and surveillance data
Provision of advice
to Board, Sub Committees and Senior Managers
Take responsibility
for own learning and performance including participating in clinical
supervision and acting as a positive role model.
Support staff
development in order to maximise potential.
Actively promote the
workplace as a learning environment, encouraging everyone to learn from each
other and from external good practice.
Encourage others to
make realistic self-assessment of their application of knowledge and skills,
challenging any complacency or actions that are not in the interest of the
public and/or users of services.
Critically evaluate
and review innovations and developments that are relevant to the area of work.
Enlist support and influence
stakeholders and decision-makers in order to bring about new developments in
the provision of services.
Lead the health economy/health
protection team and ensure support structures are in place for the smooth
running of the service.
Development of local guidelines,
protocols and standards.
Maintain effective communication and
set up SLAs with those responsible for the
overall commissioning and procurement process.
Market the role of the health
economy and protection team across the health economies.
Work autonomously as the key person
for Health Protection across the Health economy.
Risk assessment
Contribute to the
establishment of performance improvement criteria, developing, monitoring tools
to evaluate effectiveness of BRIDGEWATER COMMUNITY HEALTHCARE NHS TRUST
infection, prevention and control activities.
To actively
participate in regional and national groups and initiatives and make
recommendations to ensure the infection, prevention control practice in BRIDGEWATER
COMMUNITY HEALTHCARE NHS TRUST is continuously improved.
2. CLINICAL EFFECTIVENES
To review evidence to
inform local policies and practices.
2.2 To
actively seek opportunities for inclusion at regional and national projects
aimed at improving BRIDGEWATER COMMUNITY HEALTHCARE NHS TRUST practice.
2.3 To
use evidence to facilitate the ongoing development of BRIDGEWATER COMMUNITY
HEALTHCARE NHS TRUST infection, prevention and control practice.
2.4 To
participate in research projects, where appropriate.
2.5 To
actively seek opportunities to demonstrate evidence based practice within BRIDGEWATER
COMMUNITY HEALTHCARE NHS TRUST and external to the organisation.
2.6 To
act as a resource for infection prevention within BRIDGEWATER COMMUNITY HEALTHCARE NHS TRUST.
2.7 To
monitor and develop a system for the provision of timely and effective
infection, prevention and control issues to BRIDGEWATER COMMUNITY HEALTHCARE
NHS TRUST estates issues.
2.8 Provide
expert infection, prevention and control guidance on the development of new and
revised tenders and contracts.
2.9 To
liaise with Heads of Services in BRIDGEWATER
COMMUNITY HEALTHCARE NHS TRUST to identify potential developments to enhance
infection, prevention and control in BRIDGEWATER COMMUNITY HEALTHCARE NHS TRUST.
2.10 To
provide expert guidance on clinic / premises utilisation to prevent the spread
of health care acquired infection.
3. GOVERNANCE
3.1 To
maintain a programme of update, review and dissemination of infection
prevention policies in BRIDGEWATER
COMMUNITY HEALTHCARE NHS TRUST to ensure that they are current and conform to
NHS Litigation Authority standards.
3.2 To
devise, monitor and review a programme of BRIDGEWATER COMMUNITY HEALTHCARE NHS
TRUST clinical audit and surveillance relating to infection, prevention and
control.
3.3 To
devise, facilitate and monitor the implementation of action plans arising from
audit and surveillance data.
3.4 To
provide relevant data required by external assessing bodies e.g. NHS
Litigation Authority - Care Quality Commission.
3.5 To
risk assess and update corporate risks in relation to health care acquired
infection.
3.6 To
scrutinise data relating to incidents, complaints and other quality indicators
relating to infection, prevention and control.
3.7 To
maintain an advanced knowledge of the NPSA root cause analysis tools and
application to practice.
4. EDUCATION AND TRAINING
4.1 To
develop, facilitate, co-ordinate and evaluate a programme of infection,
prevention and control education of training within BRIDGEWATER COMMUNITY
HEALTHCARE NHS TRUST.
4.2 To
respond to the outcome of training requirements in BRIDGEWATER COMMUNITY
HEALTHCARE NHS TRUST, identified through training needs analysis, incident
reporting and root cause analysis.
4.3 The
post holder will be required to undertake training sessions at both induction
and mandatory training days.
4.4 To
lead local immunisation training for healthcare staff who participate in
vaccination and immunisation.
5. MANAGEMENT
5.1 To
provide written reports relating to infection, prevention and control
incidents.
5.2 To
develop and monitor key performance indicators for infection, prevention and
control.
5.3 To
develop relevant business cases and participates in the business planning
process.
6. PROFESSIONAL
6.1 To
be fully conversant with, and comply with, the Nursing and Midwifery Councils
Code of Conduct and associated professional guidelines.
6.2 To
co-ordinate infection, prevention and control activity within BRIDGEWATER
COMMUNITY HEALTHCARE NHS TRUST using the Professional Advisor network and
develop a Link Practitioner network.
6.3 To
represent BRIDGEWATER
COMMUNITY HEALTHCARE NHS TRUST in the specialist field of infection, prevention
and control at professional meetings and conferences.
6.4 The
post holder must maintain their professional development in line with ICNA core
competencies for infection control.
6.5 The
post holder is expected to work flexibly.
6.6 As
required, work with staff in delivering care to patients, advising on
infection, prevention and control practice.
7. RESPONSIBILITY FOR HEALTH AND SAFETY
7.1 Identify
and report hazards and incidents relevant to the health and safety of clients
and colleagues and follow the reporting process.
7.2 Ensure
compliance with health and safety legislation including COSHH, risk assessment,
infection control and disposal procedures.
7.3 Follow
the risk assessment process when considering new processes and procedures.
GENERAL
8.1 To maintain confidentiality at all times.
8.2 Will be required to take part in an annual
performance appraisal, where the job description will be reviewed, and
objectives set using KSF and PDP.
8.3 Ensure that all patients, clients and
colleagues are treated at all times in an equitable manner, respecting
diversity and showing an understanding of diversity in the workplace.
8.4 Assist with responses to complaints and
investigate any concerns about service delivery or quality of service.
8.5 The post holder will be required to have access to independent
means of transport for work purposes to travel across the Borough and to other
agencies.
8.6 This job description is not exhaustive and may
be amended from time to time in consultation with the post holder. The post holder will be required to undertake
any other duties as may be required for the effective performance of the post.
