Job summary
Ensure that the organisation meets its statuary obligations under the Civil Contingency Act 2004, (CCA), and complies with all relevant Emergency Preparedness, Resilience and Response (EPRR) guidance for the NHS, including non- statutory guidance that accompanies the CCA and for business continuity and resilience preparedness.

Main duties of the job
On behalf of the Accountable Emergency Officer:
- Ensure that the organisation and any-subcontractors are compliant with the EPRR requirements as set out in the Civil Contingencies Act 2004, the NHS Act 2006 (as amended) and the NHS Standard Contract, including the NHS England Emergency Preparedness, Resilience and Response Framework 2015, and the NHS England Core Standards for EPRR.
- Ensure that the organisation is properly prepared and resourced for dealing with an incident.
- Ensure that the organisation, any providers they commission and any sub-contractors have robust business continuity planning arrangements in place which are aligned to ISO 22301 or subsequent guidance which may supersede this.

- Master's in Emergency Planning, Risk Management, Disaster Management or equivalent experience.
- Diploma in Health Emergency e.g RSPH Level 4.
- Business Continuity qualification e.g. Business Continuity Management BCI Diploma.
- Member of appropriate professional body (Emergency Planning Society, BCI).
- Chemical, Biological, Radiological and Nuclear (CBRN) Trainer.
Experience

- Able to demonstrate up to date knowledge of relevant legislation and guidance including the Civil Contingencies Act 2004 (CCA) and NHS England Emergency Preparedness Guidance (2015) and Business Continuity Guidance.
- Experience of managing risk-based approach towards resilience preparedness, the application of dynamic risk assessment and the use of Decision Making Models in supporting these processes. Understanding of command, control and coordination requirement including competence to fulfil the necessary roles of a tactical leader for the organisation.
- Able to advise strategic leaders regarding their roles and commanding relevant resources in response to a critical incident or emergency.
- Knowledge or experience of having developed and delivered live and table top major incident exercises to test existing plans.
- Experience of working in an emergency preparedness role.
- Evidence of and continuous professional development.
