An exciting secondment opportunity has risen to join the Operational Resilience team at Central London Community Health NHS Trust. If you are an Emergency Preparedness specialist or have a keen interest in this area, we would love to hear from you.
You will be responsible for ensuring CLCH NHS Trust meets its obligations under the Civil Contingencies Act (2004) (CCA) and complies with all relevant Emergency Preparedness, Resilience and Response (EPRR) guidance for the NHS. As such you will be responsible for developing and delivering the Trusts emergency preparedness and resilience functions whilst improving standards and providing leadership in matters regarding resilience.
You will ensure that corporate responsibilities are met and provide assurance to the Trust Board that the Trust complies with relevant legislation and guidance.
Main duties of the job
Under the direction of the Head of Operational Resilience, the post holder will provide the professional emergency planning expertise to ensure the Trust fulfils its obligations under the Civil Contingencies Act 2004 (CCA) and is compliant with its responsibilities under the Health and Social Care Act 2012, NHS England and Improvement Emergency Preparedness, Resilience and Response Framework and underpinning documents and other relevant regulatory guidance and standards. Additionally, the post holder will support the team deliver fit test requirements to eligible staff.

- Ensure that the organisation meets its statutory obligations under the Civil Contingencies Act 2004 (CCA) and complies with all relevant EPRR guidance for the NHS, including non-statutory guidance that accompanies the CCA and also for business continuity and resilience preparedness
- Develop and deliver the organisations emergency preparedness and resilience function, improve standards of such preparedness across the organisation and provide leadership on specialist emergency preparedness and resilience issues
- Ensure that EPRR corporate responsibilities are met and provide assurance to the organisations Board that it complies with relevant legislation and guidance
- Developing and contributing to professional relationships within the organisation, with other commissioners and NHS funded organisations and multi-agency partners that facilitate the continual development of EPRR arrangements
- To represent the Trust, when required, at multi-agency events, meetings and exercises with local partners ensuring the services provided by the Trust are included in local plans to provide a health response to relevant incidents and events
- To provide advice and support to all members of the on call team. To be responsible for the creation of a rota for all on call staff and to ensure on call staff have access to relevant information in the form of an Emergency Response Handbook
- To liaise with the Trusts communications team to ensure the timely preparation and implementation of communications plans for media management, public warning and informing and internal notifications
- Lead the development, preparation and implementation of long term emergency preparedness plans across the Trust to ensure that the organisation is prepared in order to respond to potential emergencies and major incidents. These events include acts of terrorism, pandemic flu, flooding, fuel shortages, Chemical, Biological, Radiological and Nuclear (CBRN) incidents, extreme weather, major travel incidents, industrial action, civil unrest and pre-planned events (e.g. Notting Hill Carnival, Ride London and local demonstrations). Working closely with all members of the team, the post holder will develop plans related to lockdown, evacuation and recovery
- To contribute to the implementation of the Trusts Business Continuity Management Strategy including supporting colleagues in the preparation of service contingency plans, training programmes and exercises. In order to effectively do this the post holder will be required to visit sites to ensure information held by the team is accurate and able to reliably inform business continuity arrangements
- To analyse, interpret and implement local and national guidance, policy and legislation related to Emergency Planning Resilience and Response (EPRR), business continuity management. This will involve identifying the impact of new and amended guidance, policy and legislation on all areas of the Trust and ensuring the actions to implement it are identified, agreed and completed with a wide range of internal and external stakeholders
- To recognise trends in on-call alerts and co-ordinate and develop workshops across CLCH in relation to these themes. Inviting the relevant Senior Managers/Directors and Service Leads and following up on lessons identified with a plan to address these issues
- To prepare highly complex, often highly sensitive and extremely detailed reports for the Trust Board and partners following training, exercises and debriefs from local incidents. These may include fires, emergency planning or business continuity incidents and events relating to the security of staff or Trust property
- The post holder will require advanced keyboard skills, knowledge and experience of using standard software packages to ensure that they are capable of producing appropriate graphs, tables, spreadsheets. There will also be a requirement to learn new, bespoke software packages to support the team and organisation in planning and responding to incidents
- To develop and implement standard procedures for the core areas of their work and produce guides to support others in carrying these out
- To research and analyse highly complex and sometimes conflicting information to support resilience policies, strategies and plans across all areas of the teams responsibilities. To ensure that knowledge and information resources are accessible, creating and ensuring the maintenance of appropriate software systems and databases
- The post holder will be guided by broad occupational principals and policies but they will need to establish the ways in which these should be interpreted and implemented
- To hold a delegated budget for exercises and training
- To lead on adhoc and long term projects which require a broad range of complex activities and associated training, such as the development of information cascade systems and resilient telecommunications
- Responsible for the maintenance of the existing Incident Control Room (ICR), ensuring that the equipment is tested, refreshed and updated in line with emerging technology
- Responsible for coordinating and facilitating the exercise and training programme for all areas of Resilience and to ensure internal and external colleagues are included in these
- To deliver regular training to senior managers, executives and the on call team on the set up and management of the ICR
- To maintain a record of all training undertaken, whether internal or external and monitor this to ensure that there are sufficient people trained to manage and respond to a major incident or business continuity incident
- To ensure an effective filing system is in place to meet the changing, complex needs of the team and to ensure the Resilience library is current and appropriately managed
- To be responsible for keeping a record of all incidents affecting the Trust to ensure experiences can be learned from and shortcomings in response improved upon
- To be jointly responsible, with the rest of the Operational Resilience Team for the maintenance and development of the Resilience pages of the Trusts intranet (the Hub), making relevant information available to staff across the Trust
