Job summary
An exciting opportunity has arisen for a Programme Manager to become part the core programme team for the North West London (NWL) Community Provider Collaborative. The NWL Community Provider Collaborative is a partnership between the four main NHS providers of community health services across the 8 boroughs of NWL:
- Central London Community Healthcare NHS Trust (CLCH)
- Central and North West London Foundation Trust (CNWL)
- Hounslow and Richmond Community NHS Trust (HRCH)
- West London Trust (WLT)
In May 2021, building on progress made in collaborative working during the pandemic, the four community Trusts in NWL took the decision to build on this progress and formalise our collaborative working with the development of a Community Provider Collaborative. As part of the ongoing development of this relationship and the formal establishment of NWL ICS, we are now seeking to put in place more formal arrangements, to:
- Drive service consistency (reducing unwarranted variation for service users)
- Manage operational performance (transparency and collective accountability)
- Increase collective efficiencies and effectiveness (benefitting from scale)
The postholder will be accountable to the Programme Director and Collaborative Alliance Board working closely with Project Managers, Senior and Clinical Leads
Main duties of the job
The post holder will report to the Programme Director and work in a matrix way with project managers and relevant leads across the four member Trusts. They will use their programme/project manager skills to ensure the Collaborative has a robust programme structure in place with regular reviews and reporting.
Whilst supporting the overall programme structure the post will also manage individual projects ensuring projects are delivered on schedule and on budget. The role includes managing the programme governance working with the Programme Director, Board and delivery groups in setting priorities, workstream monitoring and supporting programme documentation such as risks and issues logs
The post will support Provider Collaborative colleagues in undertaking specific pieces of work to enable and deliver integration, unblocking barriers and enabling transition to new service models; supporting meaningful business cases where resources are needed to enable integration and transformation. It will enable effective stakeholder management across different organisations and at all levels, maintaining relationships with key stakeholders

- Lead on agreed programmes and projects ensuring robust plans are in place and projects are delivered on schedule and on budget
- Manage the programme governance working with the Programme Director, Board and delivery groups in setting priorities, workstream monitoring and supporting programme documentation such as risks and issues logs
- Support Provider Collaborative colleagues in undertaking specific pieces of work to enable and deliver integration, unblocking barriers and enabling transition to new service models; supporting meaningful business cases where resources are needed to enable integration and transformation
- Responsible for the coordination of the Collaboratives governance meeting structure working with the Programme Support Officer (in the process of recruitment)
- Effective stakeholder management across different organisations and at all levels, maintaining relationships with key stakeholders
- Communicating and contributing to the evidence base for collaborative working, writing up case studies and research, presenting and communicating within Trusts and system meetings
- Work with the Programme Director, Trusts contracts and commercial teams to develop new approaches to contracting and commissioning
- Represent the Collaborative in sensitive and political situations, delivering difficult messages where required to high-level audiences
- Manage potentially sensitive, aggressive and/or antagonistic situations with system partners when dealing with contentious issues
- Work in a positive management style and to foster close working relations with other managers across organisations
- Manage, motivate and develop staff within the team to ensure that they can deliver their responsibilities
- Be able to demonstrate a level of expertise in providing leadership
- Support clinical engagement and leadership
- Deputise for the Community Provider Collaborative Programme Director as required
