The Trust provides a full range of services for CYPF across a range of settings. The successful Clinical services manager will work in partnership with the existing CSM to manage the full range of CAMHS services and functions.

Working Hours/Pattern 37.5 hours Monday to Friday (Flexible)

The successful candidate will possess experience working as an outstanding clinical manager, the drive to lead and further transform our services, the ability to work collaboratively & a proven track record of partnership working delivering highly effective services in high pressure situations.

This is a fixed term post to provide cover for absence for specific purpose that we anticipate will be required for 12 months. We reserve the right to end this contract sooner with appropriate notice.

You must have read and understood the terms of the Trusts secondment policy and gained permission from your Line Manager to undertake the secondment before applying.

Main duties of the job

Work in partnership to provide supportive operational leadership and hold management responsibility for Child and Adolescent Mental Health Services across Herefordshire and Worcestershire.

Lead and facilitate the development of multi-disciplinary strategies and their implementation within the service, encouraging a culture that is progressive and values multi-disciplinary and interagency working whilst fostering an environment that facilities it.

Work in partnership with other CYP services, other service delivery units, agencies and the Mental Health Collaborative in delivering the 0-25 agenda within the remit of the post, contributing to the overall strategy.

Act as an advocate for children and young people. Ensure the involvement of users in the delivery and evaluation of Trust wide CAMHS Service provision.

Develop workforce plans to ensure effective workforce modernisation, deployment, and skill mix.

Monitor the standards of care within the service, and initiate action for change where necessary.

Ensure identification of risk within the service, facilitating and taking appropriate action to reduce risk in line with Trust policy.

Ensure that adverse events, serious untoward incidents, complaints are appropriately escalated and investigated and any service changes that are facilitated including ensuring that any lessons learnt are disseminated within the service/directorate.

Job responsibilities

Lead the operational implementation of strategy/reviews to include mapping of existing services, workforce, resources, identifying gaps, working with the Associate Director and Clinical Director in planning, service developments, and implementation of action plans. Ensuring implementation of regional and national strategies and guidance.

Undertake regular gap analyses in relation to meeting the performance targets and standards, submitting reports and any proposed remedial action plans in accordance with performance monitoring framework.

Contribute to the development of multidisciplinary/interagency clinical care pathways.

Undertake investigation of complaints as requested by the Associate Director.

Lead service delivery in its collaboration with local authorities, education establishments, voluntary agencies, Acute Trust and relevant directorates within the Trust, to ensure the integration of service delivery and positive profile within local communities

Lead the services in order to develop and strengthen services and drive the modernisation agenda forward including productivity improvement plans.

Develop and facilitate a service culture that is entrepreneurial in its approach to funding and actively pursue opportunities to attract funding for modernisation initiatives working with the Associate Director to take forward/develop proposals.

Collaborate with the Associate Director on the development of service-related bids ensuring their efficacy from a financial and clinical perspective. Work with the Associate Director, Clinical Director and other colleagues to contribute to the development of the business and directorate plan.

Be responsible for working with Clinical Leads/managers/team leads to deliver CIPs by redesigning and reviewing services.

Undertake staff development reviews for directly line-managed staff and ensure reviews are undertaken for all staff within services, in accordance with the policy.

Be responsible for the service budget and associated facilities and resources.

Be responsible for recruitment and selection processes.

Participate in and encourage others to participate in research, audit and clinical evaluation of nationally led initiatives. Encourage publication of papers that demonstrate improved clinical practice in the service. Ensure a positive service profile across all areas

Line-manage CAMHS service leads/managers within the portfolio (Planned /Early Intervention or Urgent/Unplanned), adhering to Trust policies and procedures, and coordinate staff.
