Job summary

IOW Emergency Preparedness, Resilience and Response Lead Permanent Position Full-Time (37.5 hours) Band 8a This senior role provides expert leadership for Emergency Preparedness, Resilience and Response (EPRR) across the Isle of Wight NHS Trust, with particular responsibility for the acute hospital while also acting as an Emergency Planner for the Ambulance Service. The post ensures that the organisation meets all statutory and regulatory duties under the Civil Contingencies Act and NHS England's EPRR Framework, maintaining robust major incident, business continuity and specialist response plans. The EPRR Lead plays a key role in strengthening whole-system preparedness, coordinating joint planning across acute, ambulance, 999, NHS 111 and PTS functions, and providing expert guidance during incidents. The role also builds strong internal and external partnerships and champions a culture of resilience across the Trust and wider healthcare system.

Main duties of the job

The post holder will ensure that the Trust remains fully compliant with the Emergency Preparedness, Resilience and Response (EPRR) Framework by maintaining and regularly updating all acute and ambulance major incident and business continuity plans. They will lead the planning, coordination and delivery of the Trust's exercising and training programme, ensuring that major incident exercises, table-top events, and business continuity plan tests are carried out routinely, evaluated thoroughly and embedded into organisational learning. They will oversee the development and maintenance of the Trust's resilience assurance processes, ensuring that business continuity arrangements across acute and ambulance services are current, tested and aligned to ISO22301 standards.

Job responsibilities

The role requires building strong relationships with Category 1 and Category 2 responders, coordinating multiagency planning and preparedness activities, and presenting highly complex information to internal and external stakeholders. The post holder will support incident response by providing expert tactical advice, leading and/or coordinating debriefs following significant events, contributing to statutory assurance processes such as the NHS England Core Standards assessments and CQC inspections, and ensuring that EPRR and business continuity risks are incorporated into relevant governance systems. In addition, they will manage elements of EPRRrelated budgets, oversee the delivery of EPRR and resiliencerelated training programmes, linemanage staff within the EPRR team, and ensure that the organisation is prepared to respond effectively to emergencies, critical incidents and largescale public events.

To provide senior leadership and expert oversight for emergency planning across the Isle of Wight NHS Trust, with specific responsibility for the acute hospital. The post holder will ensure the organisation meets all statutory and regulatory EPRR requirements, maintaining robust plans, training, and assurance processes to support effective incident response and organisational resilience.

In addition to leading EPRR for the acute services, the role will act as an Emergency Planner for the Isle of Wight Ambulance Service. Working closely with the Ambulance EPRR Tactical Advisor, the post holder will support joint planning, exercises, and incident response arrangements across the 999, NHS 111 and PTS functions.

To strengthen wholesystem preparedness, ensure seamless coordination between acute and ambulance operations, and enhance the Trusts ability to respond to major incidents, critical events, and system pressures.

The EPRR Lead will build strong internal and external partnerships, provide expert guidance during live incidents, and champion a culture of resilience across all parts of the Trust and the wider healthcare system.

To ensure that the Acute and Ambulance Services maintain resilience and can respond to incidents and Business Continuity issues as per relevant national guidance and legislation such as the Civil Contingencies Act (2004) or the Emergency Preparedness, Resilience and Response (EPRR) Framework.

To manage and co-ordinate all aspects of the Acute and Ambulance Services significant and major incident planning including large scale public events.

To manage major initiatives or programmes, as agreed with the Group Head of Emergency Preparedness, Resilience and Response (EPRR). This will be in the form of specific workstreams.

To lead, plan, support, facilitate and monitor progress of allocated workstream(s) within or across the Acute and Ambulance Service.

  • Educated to degree level or equivalent experience
  • Emergency Planning Post Graduate Qualification (minimum diploma in Health Emergency Planning or equivalent specialist qualification/experience working towards)

Desirable

  • Master's Degree in appropriate subject
  • Security Clearance to SC Level

Knowledge and Experience

  • Demonstrable specialist knowledge of Civil Contingencies Act (2004) and how it is delivered at a local level
