Regional Stop Smoking Systems Strategic Manager (Fresh Balance)

Job summary

The post holder will be a senior member of the Fresh Balance programme team and an expert in leadership, complex service improvement and system wide change management. Working as part of a small, dynamic regional team they will work in partnership with a range of stakeholders to drive and be the key lead within the Fresh programme to support an evolving multi strand programme of work to significantly increase the numbers of smokers across the whole NE region to make an annual quit attempt in line with the evidence base, and to increase the success rates of these quit attempts. This post will work collaboratively to support further opportunities for smokers to quit smoking across numerous key parts of the North East system including through NHS and LA community settings and also enhancing more opportunities for Fresh through working with a wider range of stakeholders e.g. third sector organisations. In addition this post will provide support to ADPHNE Tobacco Commissioners Forum to take forward their position statement to help smokers to stop.

Main duties of the job

This is a region wide post working with key regional bodies including OHID, the NENC ICB Smokefree NHS Taskforce, ADPNHNE Tobacco Commissioners Forum, VONNE.

The post will be the Fresh lead on cessation to support system working across the whole of the North-East and will take a lead role to scope out increased stakeholders that can support the helping smokers to stop strand of the Fresh tobacco control programme. The post will represent Fresh at national and international levels in relation to smoking cessation developments and advocacy opportunities. They will work closely with ASH the leading tobacco control charity. The post will work closely with the NENC ICB Smokefree NHS taskforce to help to scope out a significant increased focus around smoking in primary care and also to support increased implementation of NICE approved medication within this setting in close collaboration with LAs for best practice place-based support to quit. The post will be part of discussions scoping out opportunities for a regional training hub around a range of cessation topics. They will play a lead role in developing this and also its delivery. The post will manage a budget.

The post holder will be accountable as the Fresh lead to work collaboratively on a challenging portfolio of work linked to the effective regional delivery of a range of leadership development opportunities, and system wide transformation on helping smokers to stop in order to help achieve the North East declaration for a Smokefree Future.

The post holder will represent Fresh on tobacco alliances and take the lead on providing expert advice to alliances on their helping smokers to stop strand of work and will be first point of access within Fresh for local tobacco leads around stop smoking services queries and also interdependencies with the NHS.

The post holder will support the media campaigns of Fresh and will undertake media interviews on key smoking cessation developments which can include regional and national outlets

They will take the lead in scoping out and development of potential new developments including a regional single point of access for smokers linked to mass media campaigns run by Fresh this could include a regional tier of behavioural support and also aligned to increased promotion and provision of digital support.

They will support the scoping out of regional projects from the NENC ICB Taskforce programme including the potential of a ICB swap to stop (vaping) offer linked to www.freshquit.co.uk campaigns

They will work closely with OHID, LA Tobacco Commissioners and their respective providers to ensure that Fresh media campaigns relay accurate information around availability of local stop smoking support.

They will work with partners to commission research and insight around awareness, knowledge, confidence to engage in programmes such as OHID led Swap to Stop and will also support ADPHNE Tobacco Commissioners Forum around any research requirements around stop smoking services awareness levels and also consumer insight on service models, modes of delivery, how to access.

They will take the lead for Fresh in monitoring progress around key metrics to track progress on reducing smoking at regional level and across key groups- this will include using the NENC ICB Tobacco Dashboard and supporting partners to utilise this- and also linking to external partners.

The post holder will support the work of the NENCB ICB Smokefree NHS/Treating Tobacco Dependency Taskforce and work closely with the ADPHNE Tobacco Commissioners Forum to support effective referral pathways on discharge for patients under the NHS Long Term Plan rollout.

They will provide senior level leadership to influence the whole system so that treating tobacco dependency becomes a clinical priority within primary care settings to support the enhancement of the NHS LTP ambition.

The post holder will support negotiations across the NHS and local authorities on the establishment of effective, high quality and well-coordinated region wide protocols around prescribing.

They will help scope out opportunities to increase the reach of quitting messaging across broader range of stakeholders including voluntary and third sector and key regional organisations.

The post holder will represent Fresh in national meetings and partnerships e.g. the Smokefree Action Coalition on topics related to smoking cessation and they will be actively engaged in advocacy activity around evidence based policy measures.

They will have overall budget responsibility around the Fresh helping smokers to stop strand of work.

The post holder will lead on tendering and procurement specifications and manage the process to contract award for specific programmes of work including selecting suppliers e.g. on training packages and evaluations of projects as required.

As the system wide working develops around the ADPHNE helping smokers stop position statement they will scope out opportunities to further increase practise sharing, peer support across various stakeholders involved in the delivery of stop smoking support to a range of priority groups.
