You will support the Head of Planning to ensure that Trust strategy is translated into action through the business planning and objective setting processes, working closely with Trust colleagues to ensure plans and business cases are aligned and developed consistently to enable Trust to meet all of its key statutory duties alongside its ambitions for transformation and improvement. The Planning Managers will work with senior leaders within the Trust to maximise our opportunities and scope for future funding and service development.

Main duties of the job

The Planning Managers will work collaboratively across the health and care system, engaging in and influencing external networks and partnerships. You will help to lead transformational and integration projects, working with partners across the Integrated Care Partnership and the Integrated Care System.

The Planning Managers will deputise for the Head of Planning when appropriate at a range of key meetings/processes including Finance and Performance Committee, Executive Management Team and Executive Management Group.

Assist the Head of Planning to analyse and interpret national health policy and strategy as well as Trust strategy to help lead the development of an integrated plan specifically to be the lead for either a strategy/policy subject area (such as capital, workforce, IT, finance etc) and/or to be the lead for interpreting and applying national health policy and strategy to a specific, allocated Division or Corporate area.

Support the Head of Planning to ensure that a clear Trust Strategy and enabling Strategies are in place, have been properly engaged on and communicated and clearly frame the planning process , leading the strategy formulation process for either a strategy/policy subject area (such as capital, workforce, IT, finance etc) and/or for a specific, allocated Division or Corporate area Assist the Head of Planning to develop briefing papers for the Executive Team, Board Committees on a range of emerging policy issues and developments that may influence the Trusts strategy, producing the first draft of such papers for either a strategy/policy subject area (such as capital, workforce, IT, finance etc) and/or for a specific, allocated Division or Corporate area

Prepare and present appropriate analytical data (including predictive analysis and scenario assessment), to influence the Trusts Strategy and Plans.

Provide senior support to the Head of Planning to ensure the Trust develops high quality, consistent, coherent strategies in a range of key areas including:o Clinical Serviceso IM&To Estateso Continuous Improvemento Educationo Research and Innovationo Transformationo Social Responsibility and Social Value

Planning

Assist the Head of Planning to deliver the annual planning process within the Trust, working with the Strategy, Workforce and Education Director and the Director of Service Development to ensure that the Trust Big Plan is developed, delivered and refreshed - specifically to be the lead for either a planning subject area (such as capital, workforce, IT, finance etc) and/or to be the lead for a specific, allocated Division or Corporate area

Assist the Head of Planning to translate Organisational, NHS and stakeholder strategic objectives and priorities into deliverable annual objectives and business plans/cases within specified timeframes.

Ensure the planning process is clearly understood across the organisation for all those who need to be involved and ensure clear communication of plans

Assist the Head of Planning to drive the application of the Planning Framework, taking the lead for ensuring that for either a planning segment within the Framework (capital, transformation, CIP, RoI cases) or for a specific Division or Corporate Department, the Framework is populated, ensuring it provides a robust mechanism to monitor and manage the delivery of all key programmes and projects (either by populating the PMO system or by facilitating the Divisions to populate it) such that the annual plan and the Big Plan are successfully delivered and regular, high quality reporting is valuable for all relevant Board sub committees

Provide guidance and support to operational and corporate functions in the development of their own plans and contributions to the annual plan.

Assist the Head of Planning to deliver the completion of all relevant templates and documentation as part of the annual planning process - specifically to be the lead for either a template subject area (such as capital, workforce, finance, performance etc) and/or to be the lead for a specific, allocated Division or Corporate area

Assist the Head of Planning to ensure alignment in operational, workforce, capital, finance and activity plans and its impact on performance. specifically to be the lead for either a template subject area (such as capital, workforce, finance, performance etc) and/or to be the lead for a specific, allocated Division or Corporate area

Assist the Head of Planning to incorporate robust financial plans, operational and workforce plans - specifically to be the lead for either a subject area and/or to be the lead for a specific, allocated Division or

Assist the Head of Planning to provide planning support to the development of innovation, the Trusts R&D departments and its subsidiaries

Assist the Head of Planning to implement and deliver a robust, coherent, consistent system to develop, coordinate, sign off and submit Business Cases, Bids for additional funding, Tenders and other key documents - specifically to be the lead for allocated specific Business Cases and/or to be the lead for a specific, allocated Division or Corporate area

Partnerships and System Working

Develop and maintain successful relationships with a range of key stakeholders (including the CCG, the Local Authority, the ICP, the ICS and Region) - specifically to be the lead for allocated specific stakeholders

Assist the Head of Planning to drive an ongoing programme of service and system integration, working with the Director of Service Development to lead Integration Steering Groups in allocated areas (currently Frailty, Respiratory, End of Life and Therapies)

Assist the Head of Planning to support the ICS Elective Care Recovery Group (and any other ICS lead responsibility delegated to the Trust)

Assist the Head of Planning to ensure the successful delivery of the New Hospitals Programme
