Job summary

The New Hospitals Programme in Lancashire and South Cumbria is made up of two new hospitals on two new sites to replace the ageing Royal Lancaster Infirmary and Royal Preston Hospital. This is a once-in-a-generation-opportunity and we are looking for an exceptional, experienced Strategic Estates Lead to join the team.

You will lead all elements of the Programme's technical infrastructure workstream playing a critical role in developing and presenting compelling business cases. On behalf of University Hospitals of Morecambe Bay and Lancashire Teaching Hospitals you will be leading all elements of technical planning and design aligned to national guidance (Hospital 2.0). You will work closely with Trust and ICB Directors of Estates ensuring an aligned and collaborative approach to the infrastructure requirements of 2030 and beyond.

This is an ambitious programme that is one of the largest scale NHS redevelopment programmes across the country with objectives to develop world class facilities that are transformational, future proof, flexible and sustainable.

Main duties of the job

Responsible for the construction budget for two new hospitals the postholder will lead the estates infrastructure workstream of the Programme on behalf of the two Trusts - University Hospitals of Morecambe Bay and Lancashire Teaching Hospitals. This is largely leading and providing all technical expertise to the Trusts to translate clinical and non-clinical services into infrastructure and design requirements.

Job responsibilities

The main duties of the job are:

  • Lead the estates infrastructure workstream of the Programme on behalf of the two Trusts - University Hospitals of Morecambe Bay and Lancashire Teaching Hospitals. This is largely leading and providing all technical expertise to the Trusts to translate clinical and non clinical services into infrastructure and design requirements.
  • Lead the estates infrastructure workstream ensuring the needs of the Trusts, Programme, ICB and national Programme are met. This requires careful balance, ownership, and excellent relationships at all levels.
  • Lead the estates infrastructure and design elements of the required business cases aligned to national Hospital 2.0
  • Lead the process for securing land for a new site Royal Lancaster Infirmary and Royal Preston Hospital. Including site master planning and oversight of technical advisors undertaking site surveys/due diligence and purchase negotiations.
  • Lead the development of the site enabling business cases for both Trusts.
  • On behalf of the Trusts and working with the ICB, this role has lead responsibility for the technical design of the new hospital facilities, including the development of design briefs ensuring appropriate involvement of relevant departments within the Trusts. In all cases this should be aligned to the national emerging Hospital 2.0 design.
  • Support the Programme Director in the preparation of long-term strategic plans, involving change which impacts on the sites and organisations.
  • Responsible for the review and assurance of all technical specifications and designs.
  • Responsible for assuring technical design meets best practices and adheres to the requirements of both Trusts, and national NHP/Hospital 2.0.
  • Lead the development of standards and guidance to inform and technical specifications covering construction, building services, sustainability, digital infrastructure, and smart buildings (aligned to Hospital 2.0).
  • Lead and advise the Programme Team and developer/contractors on all matters relating to design and construction on all sites. This includes ensuring that the Trusts requirements and output specifications are complied with in full.
  • Management of any technical / construction advisors/partners including risks relating to the NHP on all sites.
  • Responsible for the interface with and inclusion of ICT/Digital infrastructure plans for the NHP. This includes understanding the interface between the clinical digital strategy and the NHP digital plans. (Note this will be supported by a digital lead).
  • In the context of the NHP, responsible for the development and implementation of sustainability plans specifically to respond to the net zero carbon agenda. Contribute to the development of the Trusts Green Plans.
  • Ensure constructive and professional relationships are maintained between the technical advisors, other NHP advisors and construction partner.
  • Support close working with the other corporate functions, including engagement with clinical and operational leadership, estates and facilities, ICT etc.
  • In the context of the two new hospitals, support strategic infrastructure planning across the ICS to ensure new hospitals are right sized for 2035 and beyond. This includes supporting development of requirements for interdependent programmes e.g. centralised services, transforming primary and community care.
  • Engage with stakeholders and develop productive working relations including with NHSE, National New Hospital Programme Team, University Hospitals of Morecambe Bay, Lancashire Teaching Hospitals, the ICB, Local Authorities, contractors and suppliers, professional bodies, and industry experts.
  • Lead the relationship and discussions with planning authorities to ensure all aspects associated with the securing of outline and full planning permission is agreed and completed as required.
  • Act as the main point of contact for the Trusts in respect of the relationship with technical contractors, as and when appointed.
  • Working within the Trust and Programme Scheme of Delegation, act as delegated budget holder for the estates infrastructure workstream of the NHP including purchasing professional services, contractor works and physical assets. Supported by the PMO and Programme Finance function.
  • Lead (supported by professional advisors) the costing/OB forms process and provide detailed capital cost information to the Programme Director.
  • Ensure a full audit trail and complete records (documentation, assumptions etc.).
  • Support effective communications to facilitate sharing and receiving information including departmental meetings and interface with other professional staff groups both internal and external.
  • Work collaboratively with the Programme Management Office, contracted advisors to the NHP, Trust Estates and Facilities leads and ICB Strategic Estates, Infrastructure, Sustainability and Digital leads.
  • Facilitate and lead working groups reporting to oversight groups within the Programme governance structure.
  • Providing thought leadership, innovation, and opportunities to achieve world leading operational outcomes in e.g. construction, engineering, infrastructure, smart building technology, net zero carbon.
  • Lead the development of documentation detailing the explicit and implicit requirements of the Trusts.
  • Contribute to the procurement route selection supported by procurement professionals.
  • Provide commercial advice relating to design and construction procurement, particularly regarding structure, contract management and risk transfer.
  • Provide expert technical support and advice to other members of the NHP team, assisting with design, gateway and stage reviews, collating documentation, and responses to relevant requests for information.
  • Ensure the NHP adheres to national and Trust standards and ensuring all technical guidance is implemented within the design. This includes the emerging guidance from the national New Hospital Programme.
  • Working with NHP colleagues ensure all clinical, nursing, operational and corporate stakeholders (Trusts) are fully informed throughout the design development process. Making sense and bringing to life each RIBA stage of design development.
