Job summary

We are looking to recruit a motivated and enthusiastic person to work in the Estates Maintenance Services Department at the Royal Lancaster Infirmary. You should be experienced, time served and suitably qualified in electrical or mechanical engineering, with a HVAC or BMS background. You will be expected to manage all aspects of property maintenance for Trust properties and other organisation's properties on behalf of the Trust.To supervise and carry out line manager duties for trade staff.To participate in the training of junior staff and apprentices to ensure they receive work experience, upskilling and competency based task training.To be appointed Authorised Person for roles within HTM 1 to 8.

To ensure materials, technical information and access are available for trade staff to fulfil their duties.To manage contract staff on site and ensure their compliance with HTM, HBN and H&S regulations.To assist the Site Engineering Managers and Building Managers as required.To carry out estates surveys, estates returns, manage project works and energy usage.

Main duties of the job

Job responsibilities

Management of directly employed labour and contractors.Prioritising, allocating and reviewing the delivery of day to day repairs and planned maintenance to agree department response times.To organise staff work flow and stores ordering processes, purchases, goods received and give signed confirmation of receipt prior to authorisation of payment by the Estates Manager.To train and develop staff in respect to Building or Engineering knowledge and protocol.To oversee and manage delegated capital and minor capital schemes.To ensure that the assigned Trust premises and their fabric remain in the correct condition to achieve their purpose, and ensure that critical plant equipment and systems within these premises are available at all times and establish contingency plans in the event of failure.On an hourly basis assess, prioritise and allocate the breakdown work in accordance with the seriousness of the failure within agreed response times and using appropriate staff skills.To be proficient in the use of the Estates computer software system through internal and external training and to ensure that this knowledge is passed on to other staff as required.To carry out hands on assistance to trades staff for technical or training needs and fault finding.Trouble shoot and repair faults daily using specialist knowledge and analytical tools, conducting technical evaluations, staff guidance, and where necessary the preparation of technical reports on the assigned premises structure and plant services.To review maintenance service quality and status of outstanding planned preventative maintenance (PPM) and breakdown work by taking remedial action as necessary to meet the essential legislative compliance requirements.Responsible for the routine issue of some Departmental `permits to work` to staff and external contractors, and to ensure that the authorised or responsible persons are made aware of deficiencies in any operational aspects of implementing safe systems of work.Liaise closely with all Trust staff, Ward Nurse Managers, Heads of Departments etc, providing Estates related technical guidance where required or when requested. Consult and advise any service users of repair delays and investigate any maintenance related customer complaints.Regularly monitor staff performance, time keeping, overtime, worksheet returns, staff leave and sickness, expected standard of workmanship, quality of service, and provide leadership and direction as required for the effective and smooth running of the estates maintenance function.To actively participate in the appraisal of staff in order to review individual and team performance, identify staff skills, training and personal development requirements.Participate in the out of hours Estates Management on call rota, to be available when on call to assess any situation arising and attending site as required.Give managerial and technical instruction to staff; call in additional staff from home as appropriate and contractors as required in order to solve the problem.Give guidance and advice to Clinical Staff on duty and the Senior Manager/Director on call.Provide professional and expert advice on all engineering / building services and property management.At the request of the Site Manager (Engineering / Building), carry out surveys in wards and departments to provide data as required.Under the instruction of the Site Manager (Engineering / Building), Carry out Risk Assessments in line with Trust policies and procedures and provide costed Risk treatment Plans on a wide range of areas, plant and equipment.
