Job summary
The post holder will work within the Procurement team and is directly responsible to the Procurement Manager role.The post holder may be required to line manage Assistant/Junior Buyer roles as the Procurement team flexes to meet customer requirements.
The post holder will assist and, for agreed schemes, lead in the management of professional, customer-focused initiatives which achieves significant and sustainable improvements in outcomes and efficiency/productivity for LPC partners.
The post holder will ensure all resources are primarily focused on delivering the LPC balanced scorecard requirements including the forecast and delivery of non-pay savings targets, process improvements, service re-design and improved outcomes.
The post holder will contribute to the implementation of the Procurement Strategy as directed by the Procurement Manager. They will facilitate collaboration and help influence stakeholders at all levels to embrace cultural and system change to ensure successful implementation.
Help ensure compliance with statutory and local policies/standards/procedures throughout the procurement process
Main duties of the job
The post holder will take direction from the Procurement Manager but also work independently and proactively to:
1. Work with colleagues in the procurement team to support the delivery of the procurement strategy and balanced scorecard objectives through the work plan.2. Working closely with partner Trusts, to analyse spend, control expenditure, understand markets and identify savings opportunities.3. Developing appropriate procurement documents via the tendering system and assisting in setting up the award evaluation system.4. Co-ordination of quotations and tenders ensuring that there is compliance with Trust Standing Orders and Standing Financial Instructions5. Ensure that all contracts data is captured on the LPC wide contract register.6. Provide excellent customer service to service users across the Lancashire Procurement Cluster Trusts and customer trusts.7. Lead a range of procurement projects including planning and tender selection strategies. This involves working closely with clinical and non-clinical staff in order to achieve project support and sign off recommendations.8. Support budget holders in managing their budgets for allocated projects (across the whole life cycle) and the provision of regular update reports against agreed timescales.9. Record efficiencies in the form of savings from budget and inflation/cost-avoidance.
