Job summary

The primary purpose of this role is to support the Executive Director of Integrated Care, Partnerships and Resilience and Director of Estates & Facilities in the development, direction, and leadership of a high-quality PFI contract and operational management function that addresses non-compliant aspects of the Project Agreement. The post holder will be responsible for leading and ensuring the intelligent client function delivers PFI services to meet the Trust's strategic and operational needs across both PFI projects at Royal Blackburn and Burnley General Teaching hospitals.

The immediate focus of the post holder will be to manage Project Co and all third-party specialist consultants on the Passive Fire Protection (PFP) programme to achieve the deadlines set by Lancashire Fire & Rescue Service (LFRS)

Main duties of the job

  • To provide senior operational leadership across both Trust PFI projects. The post holder will provide strong and responsive contract management and develop the requisite governance arrangements to underpin the requirements, to achieve the LFRS deadlines.
  • Will represent the Trust in contract discussions and negotiations as well as disputes (major and minor) with service providers and contractors, which may become highly contentious or challenging.
  • To manage the relationship and contract performance with PFI partners and lead the negotiation and review of PFP programme to ensure that the Trust receives high quality, efficient and cost-effective services that meet Trust clinical and regulatory requirements.
  • To work with Project Co and Third-Party consultants to identify and deliver safe and compliant remediation improvement plans to the hospitals passive fire protection.
  • The post holder will provide direction with minimum guidance, for various consultancy appointments throughout the procurement, preferred bidder, and contract award stages as appropriate. They will work collaboratively with other corporate and clinical functions whose role interfaces with the Director of Estates & Facilities (for example Procurement, ICT, and the clinical teams).
  • Deputise for the Director of Estates & Facilities for PFI related matters.

This is an exciting opportunity for a Project Director with a PFI or Estates background to join the Estates and Facilities Department on a fixed term to support the team in providing estates contractual compliance with fire safety statutory requirements and defect remediation across all Trust PFI sites. You will be based at Royal Blackburn Teaching Hospitals and will work closely with the Director of Estates, Executive Director of Finance , Executive Director of Integrated Care, Partnerships and Resilience, Head of Contracting and Commercial Lead. You will work as an integral part of the team and will manage Project Co and all third-party specialist consultants on the Passive Fire Protection (PFP) programme to achieve the deadlines set by Lancashire Fire & Rescue Service (LFRS).

This role is responsible for the delivery of programmes of the highest quality leading the PFI Fire Remediation core team, formulating longer term strategies and new or efficient ways of working that deliver high service user and staff satisfaction levels, as well as services that are compliant and seen as value for money.

Job responsibilities

  • To monitor and manage the performance of PFI service providers to ensure the service level agreements are developed and achieved, and service delivery issues resolved.
  • Oversee the development and management of hard FM PFI contract matters, with the support of Trust Commercial Lead and external legal advice when needed, to ensure the Trusts interests are fully reflected and documented.
  • Act as a key point of contact in the PFI function for all contractual matters, including acting as an advisory and assurance function.
  • Provide strong and consistent contract management discipline to the PFI contracts to facilitate timely review and approval/reconciliation of contract performance, including compliance, and associated financial management ensuring the Trust is realising all opportunities, including its entitlement for deductions as detailed in the PFI contracts payment mechanisms.
  • Responsible for implementation of an electronic contract management system to include review and appraisal of options.
  • Ensure oversight of the management and administration of contract records and documentation, such as receipt and control of all contract correspondence, ward access denied information sheets, contractual variations and changes, status and performance reports, and other documents for all projects in a clear and disciplined way.
