Job summary

THIS ROLE IS WITH The Lancashire & South Cumbria Integrated Care Board, hosted by ELHT.

We are:The newly formed L & SC Endoscopy Network, a small team which is passionate about supporting the elective recovery plans for the area, with plans to support 4 Acute trusts across the patch with their Elective Recovery. We are mainly based at home but we meet almost weekly at different sites in the C & SL area, so this is a hybrid role with some travel.

You are: A highly professional, experienced Project Manager or Transformation Lead who understands the importance of documented project plans to monitor progress. You are used to developing and delivering Highlight Reports to your Governance leads in order to offer assurance around performance. You understand the importance of Key Performance Indicators and building rapport with busy clinicians and operational staff.

An exciting opportunity has become available to join the Diagnostics Programme as part of the Lancashire and South Cumbria Integrated Care Board. We are looking for a second Band 7 Project Manager to join out newly formed project team for the network which consists of a Project Support Officer, Project Manager, Senior Project Manager and Network Lead.

The Network Project Manager will be responsible for managing and ensuring progress on the development of the L&SC Endoscopy Network and associated governance and processes and will support the delivery of the programme of work during 2023/24 and 2024/25.

Main duties of the job

The post holder will lead a project team and be responsible for the deployment of human resources and other project resources. The post holder will manage some aspects of budget associated with areas of responsibility. The post holder will work with significant autonomy and be expected to exercise decision-making skills.

Key work areas will include:

To support the Programme Manager in the co-ordination and development of multiple, ongoing, complex projects from initiation through to delivery To use problem-solving skills, business skills, solid verbal and written communication skills, as well as excellent relationship building skills and facilitation skills when required.

To assist in the creation and maintenance of Project plans and development.

Chair Project Task & Finish groups

To implement and monitor agreed plans to ensure they are delivered within time, costs and the quality specified.

To identify, record and resolve project risks and issues, manage scope and budget, oversee design, development, and deployment activities.

Create, quality check and deliver timely, accurate, and comprehensive progress reports to achieve full project visibility. To facilitate change management and issue resolution.

We are looking for an experienced professional, highly motivated individual to lead major projects and workstreams in order to deliver successful outcomes for our patients.

The Project Manager will be responsible for managing and ensuring progress on establishing a L&SC Endoscopy Network and the associated governance and processes and will support the development and delivery of the Endoscopy Network programme of work and priorities during 2023/24.

The Project Manager is responsible for the project management of key work streams within the work programme and will provide project leadership, general co-ordination of effort and support to the Endoscopy Network.

The post-holder is responsible for leading on specific transformation and service development projects identified as part of the work programme and will play a key role in providing the co-ordination and support required to drive continuous improvement and deliver the Endoscopy Network priorities.

Delivery of the role will require close working and positive relationships to enable strong collaboration with a wide variety of key stakeholders, including clinical, operational and managerial colleagues within L&SC acute trust endoscopy departments, work stream and Network Board members, interdependent programmes leads e.g. Cancer Alliance, New Hospital Programme, Diagnostics, other L&SC priority programmes of work as well as NW Regional Diagnostics Team and wider NW partners, patients and the public.

The post-holder will be required to have an in-depth knowledge of Project Management principles, eg. Prince2 or MSP qualification or equivalent accredited system knowledge and ideally qualification in quality improvement methodologies (e.g. Model for Improvement) and experience of working with clinical and non-clinical teams to drive transformation or improvement. The post-holder will provide expertise, advice, education and support to ensure that projects and service developments are delivered effectively and for the ultimate benefits of patients and staff.
