Emergency Preparedness Resilience Response Officer

Job summary

Under the direction of the Emergency Planning Manager, the Emergency Preparedness, Resilience & Response Officer will work as part of the Trust wide network of Emergency Preparedness, Resilience & Response (EPRR) leads to ensure the Trust meets its statutory obligations under the Civil Contingencies Act 2004 (CCA) and complies with all relevant EPRR guidance for the NHS, including non-statutory guidance that accompanies the CCA.

Main duties of the job

Facilitate the development, maintenance, and delivery of the Trust's statutory obligations under the CCA, ensuring compliance with all relevant Emergency Preparedness, Resilience and Response (EPRR) guidance

Undertake and lead on a range of projects relating to EPRR, including the preparation and appropriate briefing papers to senior managers and directors.

Provide a source of knowledge and advice on the theory and practice of emergency incident planning, response and recovery.

Deputise for the Emergency Planning Manager at appropriate events and meetings across the Trust and externally with partners

The Queen Elizabeth Hospital (QEH) King's Lynn is located near some of the most beautiful scenery in the UK, along the north Norfolk coast, and not far from Sandringham House.

We provide a comprehensive range of specialist, acute, obstetrics and community-based healthcare services to around 331,000 people across west and north Norfolk, in addition to parts of Breckland, Cambridgeshire and South Lincolnshire.

We have more than 4,000 staff and volunteers, approximately 530 beds, and a helipad for air ambulances. We work with neighbouring hospitals for the provision of tertiary services, including as part of regional partnership and network models of care, such as the trauma network.

In February 2022 the significant progress that has been made at QEH was recognised by the Care Quality Commission who rated the Trust as 'Good' in all of the core services they inspected. They recommended the Trust moves out of the recovery support system (formerly special measures).

Essential

  • Educated to degree level or be able to demonstrate equivalent knowledge or experiential learning/experience
  • NVQ Level 3 qualification in Education & Training or equivalent.
  • Experience of working with a wide range of professionals
  • Willing to undertake further training as required.

Desirable

  • Accredited Structured Debriefing Qualification.
  • Working towards or achieved Diploma in Health Emergency Planning or equivalent level of knowledge gained through short courses, theoretical study and on the job training and experience

  • Experience of working within an Acute Hospital environment or other large public sector organisation.
  • Experience of working in Emergency Preparedness, Resilience & Response or related field
  • High level of IT Literacy including Microsoft Office products - Word, Excel, PowerPoint and Outlook
  • Experience of designing and delivering training sessions to a wide range of audiences
  • Working knowledge and experience of NHS Emergency Preparedness Resilience & Response (EPRR) policies and national agendas.
  • Experience of designing and delivering exercises to validate emergency plans
  • Understanding of, and ability to maintain confidentiality at all times
  • Experience of working on own initiative/take action with awareness of boundaries
