Strategic
Working with the Deputy Chief Nurse, Divisional Directors of Nursing, Directorate and Finance leads to produce the Trusts establishment reviews.
Expert resource on Nursing and Midwifery Acuity tools, supporting wards and Directorates with data, information, and analysis.
Trust wide lead on the development and implementation of appropriate policies and procedures in nursing informatics, e-rostering and temporary staffing and provide expert advice on national policy.
Supports Chief Nurse and Deputy Chief Nurse to provide board level assurance on safe staffing.
Staffing Informatics
Lead on providing complex statistical data, expert knowledge and direction to the Deputy Chief Nurse and Directorate teams.
Provides information and interpretation for national level reporting including CQC, NHSE/NHSI and auditors.
Expert resource on Nursing and Midwifery safer staffing tools, supporting wards and directorates and quality team with data, information, and analysis.
Trust wide lead on the development and implementation of appropriate policies and procedures in nursing informatics, e-rostering and temporary staffing and provide expert advice on national policy.
Work with Directorates to collate and understand current and expected vacancies, leavers, and starters to ensure proactive measures are taken to understand current risk.
Supports the Deputy Chief Nurse to provide board level assurance on safe staffing.
Temporary Workforce
Working with Procurement and HR, be the lead in monitoring and reviewing the performance and temporary staff supply to nursing midwifery and AHPs.
Responsible for the Trust wide management, investigation, and resolution of Temporary Staffing issues, complaints, ensuring that contractual arrangements and measures are in place to minimise risk and linked to the provision and reduction in agency expenditure.
Investigate and consult with Divisions, Directorates, Safeguarding, Police and the NMC when Temporary staffing complaints are of a serious nature.
Leadership
You will be expected to be highly visible across the organisation supporting colleagues within the clinical divisions to deliver against the Nursing, Midwifery, AHP and HCS objectives. In addition, you will play a vital role in creating, embedding, and monitoring effective processes across the organisational workforce agendas.
Direct line management responsibilities
Line management responsibilities of NMAHP workforce and Education team
Working collaboratively, autonomously, and with authority to deliver, shape and develop a staffing service across organisational, geographical, and professional boundaries.
Ensure that good practice in nurse staffing is rapidly shared and delivered at all levels within the Trust and across wider social and healthcare services.
Provide expert leadership working with Divisional Nurses/AHPs and Human Resources to facilitate the development of workforce planning, recruitment, service reconfiguration and seasonal planning.
Contribute to the delivery of leadership development programmes, coaching and mentoring for Nursing ,Midwifery/AHP colleagues.
Communication
Communicate highly complex information and negotiate potentially contentious issues with key stakeholders at all organisational levels.
Pro-actively lead the decision-making process, collecting and analysing information to make effective decisions in complex situations.
Represent the Trust on local and national Nursing, e-Rostering, recruitment, workforce planning and Temporary Staffing user groups and is the conduit for facilitating changes, upgrades or new features provided by suppliers.
Deal with complex and conflicting subject matter problems or in day to day work including the management of potentially or antagonistic situations with staff and stakeholders for successful outcomes.
Inspire staff at all levels, model leadership behaviours and support a development culture.
Establish, chair, and attend appropriate meetings with stakeholders and both communicate and record the issues, proceedings, and outcomes of these meeting accordingly.
Manage effective communications systems and positive working relationships with both internal and external service providers and service users.
Contribute to effective communication within the Trust and in the wider health care community regarding the Nursing Workforce agenda and wider staff groups.
Build and regularly review mechanisms for enhancing staff engagement and communication across the Trust, through use of digital platforms and other means of social media.
Managerial, Quality and Governance
Leads on Trust wide projects related to nurse staffing, workforce, training and information.
Implement and monitor systems for the collection and analysis of information required to monitor and evaluate initiatives and Trust wide projects as required.
Workforce, SNCT and Clinical standards
Lead on specific work streams associated with nursing midwifery & AHP workforce, ensuring that robust processes are in place which promote organisational learning within all staff groups to ensure the highest quality, evidenced based care is provided and continuous improvement is achieved. These will include reviewing ward establishments and maintenance of SNCT, rostering and reviewing roles and responsibilities of ward managers and matrons.
Ensure systems are in place to monitor and evaluate roster KPIs and outcomes to give assurance that all clinical teams are delivering ongoing improvements.
Active member of the Trusts quality and governance groups to influence and inform the quality agenda, reporting, improvements, and learning. Providing expert knowledge where relevant.
Maintain awareness of developments in nursing to enable the continued provision of quality care. Play a lead role in clinical benchmarking; ensuring examples of good practice are shared.
To ensure that the Trust required audits are completed within the agreed timescales and the results and action plans are reviewed and that progress against the action plans is reviewed regularly, taking remedial action where necessary.
Actively address failure in systems or processes underpinning the delivery of safe clinical practice.
SNCT
Oversee the implementation, training, and sustained use of the Safer Nursing Care Tools (SNCT) to formulate six monthly acuity and dependency reviews across the organisation and produce associated board reports.
Ensure effective escalation procedures are in place should staffing not be safe and monitor the effectiveness of the escalation and response.
Provide a monthly report outlining compliance with Rostering KPIs
Oversee and ensure the Trust is compliant with national recommendations relating to Nursing and Midwifery data capture and reporting.
Ensure Nursing and Midwifery establishment reviews are undertaken every six months and are informed by the Safer Nursing Care tool.
Ensure monthly and quarterly workforce reports for Trust board are prepared on behalf of the Deputy Director of Nursing, Midwifery and AHPs.
To act as corporate lead for the implementation of national guidance related to Safe Staffing, ensuring the Trust meets the mandatory requirements for the national monthly Safe Staffing reporting.
To produce robust action plans for all activities and produce reports and documents required at relevant meetings and forums.
Rostering
Work closely with the erostering team to monitor activity and make recommendations where appropriate, and update at relevant meetings and forums.
Provision of advice and support to ward managers on skill mix and staffing and rostering issues.
Manage effectively any issues or concerns related to rostering, process, and management of the system.
Lead on the maintenance of the Safer Care module of Allocate.
Performance and Financial Management
Continually work with procurement and Bank provider to reviews costs and ensures appropriate charges are made for services provided.
Education and Practice Development.
Participate in personal professional development programmes, taking every opportunity to develop new knowledge and acquire new skills to ensure that personal knowledge, awareness, and attitude to clinical services is continually updated.
Develop own clinical and professional skills through the identification of personal performance objectives and engage in continuing professional development. Participate fully in own annual performance review and appraisal.
Promote a culture of learning and continuous professional development for all staff at all levels, including students and the unqualified workforce.
PERSONAL AND PROFESSIONAL DEVELOPMENT
Take responsibility for own professional development and NMC revalidation. Identify personal objectives, reflect on progress, and set a personal development plan annually.
Ensure own practice is kept updated, using an acceptable model of clinical supervision.
Take every opportunity to expand own practice in line with principles and guidelines published by the Nursing Midwifery Council.
In undertaking this role, the post holder must comply with the current Nursing and Midwifery (NMC) Health Care Professionals (HCP) Professional Code of Conduct at all times and remain registered.
Encourage and enable the advancement and development of the services through personal and professional development which is aligned to the strategic direction of the organisation.
