Job summary

The Head of Engagement, Involvement and Participation is a new post created in response to our New Leighton Hospital Programme (announced May 2023) and deployment of the Trust Strategy 2021-2026, where we recognise we need to create a new model to consistently and effectively engage and involve our patients, public, partners, stakeholders and our communities with the aim of moving to a model of co-production and co-design.

The Trust's strategic objectives for 2023-24 are drivers of this work, specifically:

Main duties of the job

The post holder will lead the localised development of NHS England's 'Working with People and Communities' in line with statutory guidance July 2022, and a deployment plan which is fully inclusive to ensure we are able to reach and involve those communities and patient cohorts that may not easily make their voices heard.

Working as part of the New Hospital PMO and with various departments across the Trust, to include the Patient Experience Team, the RAAC Incident Management Team, the DCS team and the Communications Team, you will make it easier for the public to engage with us, to become involved in our work and to help shape the future of our services and our new hospital, inform our strategies and be our partners in key collaboratives.

You will design and champion methodologies for true co-design, co-creation and co-production across our strategies, our improvement collaboratives, our new hospital programme and the design and development of our services.

You will work with clinical and operational leaders to launch a Lived Experience Programme and ensure there is a clear link between the new hospital programme, service development and transformation and patient and public involvement activity

About us

Mid Cheshire Hospitals NHS Foundation Trust provides a full range of hospital and community services for people across East Cheshire (population 399K) and West Cheshire and Chester (population 357K).

The Trust provides high quality planned and emergency care, cardiac, critical care, child health, maternity services and intermediate care at Leighton Hospital in Crewe, Victoria Infirmary in Northwich, and Elmhurst Intermediate Care Centre in Winsford.

The Trust provides 500 beds and employs over 5,000 members of staff.

The Head of Engagement, Involvement and Participation has responsibility for providing overall management of the engagement, involvement and participation of activities linked to the new hospital project, identifying and implementing change and quality improvements, e.g. managing projects which contribute to Trust direction and strategy, and provide advice and guidance to the Board and senior management team in accordance with current legislation, NHS initiatives, DH guidance and best practice.

SERVICE DELIVERY

  1. Working at a strategic level with key players in the health and social care economy, including clinical and operational leaders, to launch a Lived Experience Programme and ensure there is a clear link between the new hospital programme, service development and transformation and patient/public involvement activity.

  1. Develop and implement a framework for Patient and Public Involvement, engagement and consultation, including providing advice on when and how to engage people on future plans, with local partners, overview and scrutiny committees, local organisations and stakeholders.
  2. Acting as the Trust lead on the engagement, involvement and participation for the new hospital programme, liaising with the New Hospital PMO on the production and implementation of action plans to respond to engagement and consultation feedback.

  1. Provide strategic lead for agreed services providing expertise, advice and guidance to improve services by anticipating needs, planning and implementing change according to Trust plans and objectives, and changing health care needs.

  1. Lead on the development of effective consultation with the health community, engaging with stakeholders and providing evidence of contribution made and influence achieved.

  1. Represent the Trust at local, regional and national meetings relating to the new hospital project and provide feedback to the PMO, influencing and developing practice.

  1. Lead on the provision of a robust stakeholder and engagement management plan, including a regular review of events, risks and issues that require stakeholder consultation.

  1. Ensuring comprehensive collection of evidence to demonstrate developments in the new hospital programme resulting from patient experience and stakeholder feedback and involvement.

  1. Develop a robust performance framework and board report for all patient engagement, involvement and participation linked to the new hospital programme.

  1. Working in partnership with patients, members of the public, external stakeholders, including the Cheshire and Merseyside Integrated Care System, and Trust staff of all grades to develop and implement the engagement, involvement and participation strategy linked to the new hospital programme ensuring a coordinated approach and to ensure that priorities, plans, approaches and methodologies are aligned,

  1. In conjunction with the Associate Director of Communication, other services, the wider health care community and external agencies, establish and maintain a comprehensive stakeholder engagement and management plan including a regular review of events, risks and issues that require stakeholders to be consulted, involved or informed to ensure participations are aligned and complementary.

  1. Analyse and act on information to proactively manage and maintain targets linked to the New Hospital Programme.

  1. Advise the Trust Board (on a quarterly basis) on the engagement, involvement and participation strategy, including providing objective analysis on feedback received from participants and stakeholders, and make recommendations on how to address key themes and issues including any contingency planning.

  1. To regularly review engagement, involvement and participation campaigns and programmes to capture lessons learned and ensure these are incorporated into future activities.

  1. Develop and maintain systems and processes to establish and maintain effective communication, and confidentiality of information.

  1. Maintain systems and processes to continually monitor standards, e.g. identifying risks, benchmarking, audit, and prepare and implement action plans as required.

  1. Direct managerial responsibility for the Engagement, Involvement and Participation Resources relating to the New Hospital Programme, Lived Experience and RAAC. Maintain credibility within the Trust, the wider health care community and external agencies, ensuring a positive image of the Trust is maintained.

  1. Manage the ongoing implementation of the New Hospital Programmes engagement, involvement and participation strategy, to ensure that work is appropriately prioritised and allocated, and that effective supervision is in place to support work delegated to staff and volunteers.

  1. In conjunction with Trust staff, develop and maintain systems and processes to ensure that KSF/staff appraisal is in place for all staff in the department, and work with HR to ensure training needs analysis is undertaken supporting the patient experience agenda.
