Job summary

As Lead manager you will be responsible for delivering an exciting range of Construction & Engineering projects for Alder Hey Children's NHS foundation Trust. This includes delivering a project for the Alder Hey and Liverpool Women's partnership at the Alder Hey Site. The capital and revenue funded projects typically consist of refurbishment and new builds construction & engineering projects.

You will be responsible for delivering a broad range of NHS development projects, including leading programme delivery and ensuring that the team directly involved in programmes of works for the Development Directorate deliver to timescales and budget. You will lead both internal & external stakeholders through procurement processes and contract commencement (Design & Build/Construction) through to post project evaluation.

The Senior Capital Projects Manager will be accountable for the following projects :-

  • Secure design brief;
  • Manage procurement process;
  • Monitor construction;
  • Define, agree and monitor contracts;
  • Authorise payment;
  • Manage budget;
  • Supervise commissioning.

In relation to the following schemes:

  • Dewi Jones Unit (Tier 4 Mental Health Unit- CAMHS)
  • Clinical Hub
  • Neonates
  • Infrastructure
  • Misc. campus works and refurbishment of Trust Property

Main duties of the job

Plan and monitor delegated capital and revenue projects to ensure budgetary, quality and time targets are met;

Liaise with other trust departments and managers to ensure work is not overlooked or duplicated

Develop relationships both within the Trust and with external, consultant, contractors and suppliers;

Take responsibility of day to day project progress and initiate corrective action where necessary;

Be responsible for project administration of delegated projects to ensure successful project completion;

To liaise with suppliers, contractors and consultants to arrange delivery of goods and services in good time;

Review the services provided by professional consultants and contractors to the Trust;

Ensure the delegated project objectives are adhered to;

Negotiate changes to commissions to meet the project objectives;

Ensure prompt payment of accounts in line with the Trusts Standing F

Communication & relationship skills.

Management of the project team will include communication of highly contentious information to all stakeholders (including, the trust board/directors, trust partners (where applicable) senior management team, heads of departments, business managers, external agencies (e.g. planning authorities, architects, NHSLA, CQC), consultants and contract management team with regard to the requirements for all delegated multi-stranded projects regarding the status of any project. In addition this will include representing the trust and deputising for the head of facilities in external forums and gaining a political awareness

The manager will have the responsibility to provide all the details of the project including; highly technical designs, full financial budget management, contractual implications where the information may be highly complex and cover a multitude of subjects including complex medical systems installation, environmental requirements and of all hard and soft facilities. Patient related risks during the project must be fundamental to all projects planning and fully communicated with agreements to ensure the safe continuation of clinical activities. Regular communication of progress via formal reports, key performance indicators (including dashboards) and presentations at committees is a fundamental responsibility of the management role

Organise and participate in negotiations gaining co-operation and agreements from all the associated parties involved within the projects is a fundamental requirement of the role and will involve negotiation and diplomacy where proposals for major changes are to occur. This will include variations to costs, design, timetable issues, and all patient related aspects/ requirements. In addition design aspects of the project will need to be fully understood, agreed and implications translated for project owners to ensure all aspects of the project are achieved in line with the business case agreements. Continual development of relationships will require an enthusiastic approach with excellent communication skills at all levels and be fundamental to successful. There will need to be co operation for space management and staff movement considerations during the full project period.

The manger will be expected to receive, understand and interpret highly complex, multi-stranded project, design, financial, contractual information and documentation for areas of responsibility gained from technical consultants, engineers, specialists, suppliers, financial accountant, senior managers, heads of departments and business managers. This information will be expected to be translated into policy and/or communicated and presented in such a way that all the above stakeholders gain a full understanding of the information. The manager will be expected to ensure through formal processes (audit, reviews, etc.) that information has been implanted correctly and appropriately. Motivational skills will be required to encourage collaborative working to deliver projects to achieve trust objectives and goals, on time, to standards agreed, within environment limits agreed (BREAAM and government legislation)

During project completions, communication of methods of working with regard to new installations and working practices related to the new infrastructure will be fundamental to the overall success of the project. Training will therefore be considered a mandatory responsibility of the project manager and include communication via presentations

Following completion of projects, during guarantee periods, communication pathways will be the responsibility of the project manager

  1. Knowledge, Training & Experience

Specialist knowledge will be required to have been highly developed on a range of specific topics which will have included works and buildings as a minimum including legislation RIBA/ Procure 22/ Procure northwest management controls, constraints and environmental elements, risk evaluation, project management and management techniques underpinned by theory and experience. Post holder will ideally have qualification in a number of topics relating to hard facilities elements and have a number of years experience with the NHS or projects for the NHS, particularly relating to working on and managing projects

Experience with management and administration on NEC contracts.

The post holder will be expected to be post graduate qualified to a degree level or equivalent and have already a mechanism in place to stay up to date with changes to legislation.

Acting independently there will be requirements to ensure trust mandatory training is completed and kept up to date including ensuring annual PDR actions are completed.

Provide and advise senior managers with detailed advice and guidance with respect to their unique element requirements for legislation and compliance and ensure reporting senior managers have adequate controls to provide information in a uniform manner and with the abilities to deliver the same in a reporting role. Further that senior managers can schedule, plan and report for the areas they are responsible

Highly complex data and facts will require interpretation to enable analysis; where there will be a continual objective to make comparisons against options available which include estates related compliance of HTM, HBN, regulations, legislation, budgetary restraint, program targets and critical paths. With a balance of environmental long term planning. trust long term commitments and cost improvement at the heart of the trust mechanisms there will be a requirement to fully understand, embrace and present payback periods and what will be required to meet targets

Projects will require numerous attributes to be taken into account which will involve all patients, visitors, staff, clinical processes. Judgment will need to be backed up with a qualified background covering legislative, health and safety, NHS requirements. In addition a balance will need to be obtained for projects with conflicting pressures and demands from a number of clients, sources, reviews and suppliers including expert consultants where highly technical input and assessment reports will be presented. In all cases detailed reports and presentations will need to be generated, presented and approval sought for recommendations. This will include the need to make arguments for options during membership of committees and when deputising for the head of facilities

Decisions made and ultimately taken forward into projects will need to stand scrutiny from both external agencies and internal mechanisms. This could take the form of future legal claims, complaints or incidents and include investigation work

  1. Planning & Organisational Skills

Excellent organisation skills, a systematic approach and attention to detail are fundamental to the management of projects. Projects expected to be managed and overseen will vary greatly from a few thousand pounds up to large multi-million pound schemes. Projects will need to be planned in conjunction with the long term estates strategic plans, trust annual and long term objectives including, divisional work plans, legislative requirements including government and NHS environmental requirements.

Planning will include detailed planning and progress monitoring of complex specialist activities to ensure building, engineering and project related systems risks are being controlled, developed and mitigated appropriately to respond to uncertain changing parameters as projects progress. Long term planning will need to be adjusted to support changing issues (including legislation and any new objective direction); this will include ensuring potential disruptive work and service interruptions are being managed appropriately, with contingencies in place. Planning will include organizing and chairing meetings with all parties both having a direct and indirect effect including neighbourhood forums when applicable

In conjunction with colleagues and project leads project plans will require the managements of project manager resources and the full co-coordinating of all current and future facilities projects to deadlines, both to time and budget constraints, in the most efficient and effective way.
