Job summary

The Capital Projects Team at Liverpool Heart and Chest Hospital manage various projects. The work of theCapital Projects team directly impacts patient welfare, frontline clinical care, infection prevention and control and energy efficiency and sustainability across the Trust.

We have an exciting opportunity for a committed, highly self-motivated individual to join us. LHCH is looking for Capital Projects Officer with Mechanical Expertise to join the Capital Projects team. This is a highly valuable broad-ranging role, which will expose the post holder to replacement of a whole range of Mechanical system services including mechanical, building & energy control systems and project management. The candidate must be highly proactive in developing their technical knowledge in all aspects of training and work undertaken, engage in active discussions about skills, techniques, methods and approach to tasks in order to develop as a skilled professional. Behaviour at all times must be conducted in a professional manner and consistent with Trust Values.

Main duties of the job

The post holder is to manage delegated Capital and Revenue Projects implementing a diverse portfolio of redevelopment schemes taking them through from inception to implementation and evaluation both pre and post contract.

The post holder will provide professional Mechanical bias advice on all aspects of projects exchanging technical projects-related information with staff and contractors. The post holder will also negotiate aspects of projects e.g. variation costs.

The post holder will support the Building Services Engineer & Capital Projects Managers to ensure the projects remain high profile within the Trust and links are maintained with key individuals and departments and to work closely with the Building Services Engineer & Capital Projects Managers in the processes required to meet the requirements for the resolution of subsequent queries and design.

The post holder will support the Building Services Engineer & Capital Projects Managers co-ordinating the commissioning process including production of commissioning programmes regular progress meetings with User Leads, Architects, Mechanical and Electrical Design Consultants, Quantity Surveyors and Contractors to ensure that the deliverables and products are completed within the agreed time scales working on their own initiative where required.

The post holder is to manage delegated Capital and Revenue Projects implementing a diverse portfolio of redevelopment schemes taking them through from inception to implementation and evaluation both pre and post contract.

PRINCIPAL ACCOUNTABILITIES

MANAGERIAL/LEADERSHIP

PROJECT MANAGEMENT

Make key decisions, providing specialist mechanical advice on a daily basis for each capital scheme advising as and when required, the Building Services Engineer & Capital Projects Managers

Contribute to manage the tasks and planning on each project and act as principal liaison to a team of project staff in providing instructions to external Consultants, Designers, Contractors, Architects, Quantity Surveyors and Suppliers/Providers.

Responsible for overall management for the production of the required deliverables of each delegated project.

Responsible for the overall management and main contact for all matters relating to each scheme.

Plans estates projects, providing specialist mechanical advice including liaison with contractors, suppliers

To negotiate in terms of detail on project delivery using strong influential skills and demonstrable mechanical knowledge.

To communicate and agree collectively on project deliverables and timescales.

Control and co-ordination of decanting equipment and staff ensuring effective communication, control and management throughout where required

Populate capital schemes financial database. Recording and processing for payment all capital scheme invoices.

Support the Building Services Engineer & Capital Projects Manager to develop new protocols from lessons learnt to improve the Trusts offering

Contribute to develop the Hospital Design Protocol specific to each new build.

Support the Building Services Engineer & Capital Projects Manager in ensuring that the required approvals are in place for proposed developments and that a clear audit trail is established.

Investigate potential and promote the use of Low Energy/Sustainable/Whole Life costing to support Trust Visions, Values & Policies

Act as Deputy nominated person for water, if and when required

Support the Trust Energy Manager in any schemes requiring specialist input

Co-ordination of services isolations in connection with projects and liaise with all affected departments to provide and arrange special services arrangements during shutdowns.

Liaise with the Trusts Fire Safety Lead, and relevant Authorities in respect of Fire precautions and prevention measures proposed and/or incorporated as part of the design solutions which are being undertaken. Establishing client briefs and conduct of feasibility studies, including cost advice on the provision, upgrade or replacement of property.

As required by the Building Services Engineer, liaise with Trust Personnel to determine development requirements. Produce drawings, calculations, room data sheets and details of works to be undertaken for approval by the users.

Provide design expertise to other members of the Department as required by the Building Services Engineer.

Ensure the compliance of the design work with current best practice, statutes and codes of practice, CIBSE and IET Regulations, Building Regulations, NHS Planning Guidelines, Health Technical Memoranda, Health Building Notes and other relevant guidelines. Whilst also cost effective, efficient and consistent.

Use the latest computer aided design and calculation software to support all capital and estates schemes

Support the Building Services Engineer in their various AP duties
