JOB SUMMARY
The post holder is to manage delegated Capital and Revenue Projects implementing a diverse portfolio of redevelopment schemes taking them through from inception to implementation and evaluation both pre and post contract.
The post holder will provide professional Mechanical bias advice on all aspects of projects exchanging technical projects-related information with staff and contractors. The post holder will also negotiate aspects of projects e.g. variation costs.
The post holder will support the Building Services Engineer & Capital Projects Managers to ensure the projects remain high profile within the Trust and links are maintained with key individuals and departments and to work closely with the Building Services Engineer & Capital Projects Managers in the processes required to meet the requirements for the resolution of subsequent queries and design.
The post holder will be responsible for the co-ordination of the day-to-day expenditure and cash flow for the capital spend for each project. Checking invoices against approvals; timesheets or delivery notes and processing for payment of same only when appropriate to do so. Production of cash flow forecast and expenditure reports for discussion with the Building Services Engineer & Capital Projects Managers and Finance Teams.
The post holder will support the Building Services Engineer & Capital Projects Managers co-ordinating the commissioning process including production of commissioning programmes regular progress meetings with User Leads, Architects, Mechanical and Electrical Design Consultants, Quantity Surveyors and Contractors to ensure that the deliverables and products are completed within the agreed time scales working on their own initiative where required.
The post holder will be required to support the Building Services Engineer & Capital Projects Managers taking judgements across wide range of estates and projects issues, including design options, taking into account legislation, H&S and conflicting demands.
The post holder will be required to communicate effectively at all levels across the multidisciplinary team, both within the Trust and with external agencies.

MANAGERIAL/LEADERSHIP
PROJECT MANAGEMENT
Make key decisions, providing specialist mechanical advice on a daily basis for each capital scheme advising as and when required, the Building Services Engineer & Capital Projects Managers
Contribute to manage the tasks and planning on each project and act as principal liaison to a team of project staff in providing instructions to external Consultants, Designers, Contractors, Architects, Quantity Surveyors and Suppliers/Providers.
Responsible for overall management for the production of the required deliverables of each delegated project.
Responsible for the overall management and main contact for all matters relating to each scheme.
Plans estates projects, providing specialist mechanical advice including liaison with contractors, suppliers
To negotiate in terms of detail on project delivery using strong influential skills and demonstrable mechanical knowledge.
To communicate and agree collectively on project deliverables and timescales.
Directly managing the transformation of new ideas into deliverable projects and using strong influential skills to deal with challenging people to achieve the agreed programme deadline.
Responsible for judgements where there are conflicting views on the project and making decisions on complex issues where there is a need.
Responsible for identifying and assembling the appropriate blend of resources to meet project needs and requirements.
Responsible for the end to end delivery of allocated projects on time, on budget and the appropriate levels of quality.
Leading the planning and initiation of delegated projects.
Support the Building Services Engineer & Capital Projects Manager in creating and developing project programmes for commissioning, detailing deliverables including key dates and milestones.
Attend regular external site meetings required for each project, reporting progress as the client and ensuring effective communication with all external professionals.
Support the Building Services Engineer & Capital Projects Manager in co-ordinating, attending and transcribing actions from all Capital Scheme User Lead meetings.
Support the Building Services Engineer & Capital Projects Manager in creating room data sheets and co-ordinating and chairing meetings to agree and approve the same for sign off.
Support the Building Services Engineer & Capital Projects Manager to control, manage and act as principal liaison of equipment procurement or transfer. Working within a team to receipt and placement of equipment including liaison with suppliers, equipment advisers and end users.
Control and co-ordination of decanting equipment and staff ensuring effective communication, control and management throughout where required
Support the Building Services Engineer & Capital Projects Manager in leadership and education of end users in how to implement commissioning programmes for handover.
Contributing to the management of the Capital Programme for the Trust, small office moves/refurbishment together with Estates Infrastructure projects supporting the Capital Projects Manager
ORGANISATIONAL
To manage and report the financial impact of missed milestones and delays on delegated Capital and Revenue Projects and providing an understanding to the Building Services Engineer & Capital Projects Manager
Populate capital schemes financial database. Recording and processing for payment all capital scheme invoices.
Support the Building Services Engineer & Capital Projects Manager to develop new protocols from lessons learnt to improve the Trusts offering
Contribute to develop the Hospital Design Protocol specific to each new build.
Support the Building Services Engineer & Capital Projects Manager in ensuring that the required approvals are in place for proposed developments and that a clear audit trail is established.
Investigate potential and promote the use of Low Energy/Sustainable/Whole Life costing to support Trust Visions, Values & Policies
Support the Building Services Engineer & Capital Projects Manager in managing project tendering process as the delegated Client representative
Maintain list of Trust approved contractors, design teams and suppliers
Work with Maintenance Manager, Building Services Engineer & Capital Projects Manager to produce a trust wide standard for products/services
PROFESSIONAL
To commit to continued professional development programme to incorporate BIM and Soft Landings and other Project Management Innovations and good practices supporting the Capital Project Manager throughout
Act as Deputy nominated person for water, if and when required
Support the Trust Energy Manager in any schemes requiring specialist input
Co-ordination of services isolations in connection with projects and liaise with all affected departments to provide and arrange special services arrangements during shutdowns.
Liaise with the Trusts Fire Safety Lead, and relevant Authorities in respect of Fire precautions and prevention measures proposed and/or incorporated as part of the design solutions which are being undertaken. Establishing client briefs and conduct of feasibility studies, including cost advice on the provision, upgrade or replacement of property.
As required by the Building Services Engineer, liaise with Trust Personnel to determine development requirements. Produce drawings, calculations, room data sheets and details of works to be undertaken for approval by the users.
Provide design expertise to other members of the Department as required by the Building Services Engineer.
Ensure the compliance of the design work with current best practice, statutes and codes of practice, CIBSE and IET Regulations, Building Regulations, NHS Planning Guidelines, Health Technical Memoranda, Health Building Notes and other relevant guidelines. Whilst also cost effective, efficient and consistent.
Use the latest computer aided design and calculation software to support all capital and estates schemes
Support the Building Services Engineer in their various AP duties
Deputise for the Building Services Engineer and Capital Projects Managers as required
As and when required following suitable training and experience, act as AP for one of more of the listed services (not exhaustive):
o Fire Alarms
o Water Safety
o Ventilation Systems
o Asbestos
o Electrical Safety
o Medical Gases
o Gas Safety
