An exciting opportunity has arisen for a Head of Resourcing within the HR Directorate. We are looking for an aspirant individual to drive forward the Trust's recruitment and job evaluation functions and to provide strong direction and leadership to this team. A flexible team player the successful candidate will have experience of leading a team, balancing competing demands and able to constructively challenge existing ways of working with the sole purpose of providing a highly regarded, innovative, efficient, and safe Resourcing service.

Main duties of the job

Reporting day to day to the Assistant Director of Resourcing the successful post holder will be supported by the wider HR senior leadership team and will work closely with colleagues across the entire directorate.

The post holder will manage and deliver a high quality, professional Trust-wide centralised recruitment, job evaluation and HR Administration service to ensure the Trust meets it legal and statutory requirements. This includes the development of policies, strategy and HR practices which support the achievement of the Trusts corporate objectives through recruiting, retaining and developing a competent and capable workforce.

The post holder will provide a HR strategic focus for the team and its key stakeholders. This is in addition to the management of the day-to-day operation of the Resource team and centralised HR Administration services to achieve the HR directorates objectives and in line with Trust policies.

We also provide urgent care at our Urgent Treatment Centre located in St Helens town centre.

Specialist Regional Services

We provide the Mersey Regional Burns & Plastic Surgery Unit at Whiston Hospital and the Spinal Injuries Unit at Southport Hospital to more than 4 million people across the whole of Merseyside, West Lancashire, Cheshire, Isle of Man and North Wales.Achievements:

HR SERVICE DELIVERY

  • Provide professional direction, advice, guidance and support for managers on the broad range of Resourcing and HR administration services including effective workforce utilisation.
  • Develop policies which reflect national and local policy and current legislative requirements. Manage the policy development process to ensure stakeholder engagement; governance requirements and dissemination/ training are included in all developments.
  • Lead the Resource and HR Administration function to deliver an efficient and effective service which complies with legislation and NHS Employer guidance.
  • Ensure delivery of HR services which are compliant with key inspection bodies e.g.
  • NHSLA, CQC, Investors in People, internal audit. Ensure the provision and monitoring of evidence and data.
  • Manage and develop the production, analysis and use of the HR and workforce management information to improve performance in line with the Trusts Performance Dashboard
  • Develop and use key HR/ workforce management information to support activity/ interventions with directorates
  • Lead significant change projects enabling tangible business and workforce benefits and achievement of the Trust Corporate Objectives.
  • Work closely with the operational managers, finance and external stakeholders with proactively monitoring and reporting on resourcing spend and HR administration services.
  • Lead on project management actions as required which contribute to the successful implementation and embedding of a resourcing function across the Trust

  • Develop and maintain effective internal and external communication networks to support the delivery of the HR team plan
  • Support the Assistant Director of Human Resources in the implementation and monitoring of partnership working with trade union representatives
  • Ensure that the Resource team are fully briefed and understand Trust HR & Workforce Strategy and Corporate Objectives

SERVICE IMPROVEMENT & CHANGE MANAGEMENT

  • Together with the Heads of Human Resources Operations advise on aspects of change management within the Trust ensuring that proposals with resourcing implications are well thought through.
  • Support managers with Resource issues arising from the modernisation/ service development of their service in the designated area of responsibility
  • Lead the Resource function to deliver on trust wide initiatives/ strategy

FINANCIAL & BUDGETS

  • Manage delegated budget relating for the HR department in line with Trust SFIs in full. Work in partnership with Assistant Director of Human Resources and designated Management Accountant for Corporate Services.
  • Monitor adherence to SFIs in reference to approvals process for e.g. recruitment and redeployment of staff.
  • Escalate any deviations from SFIs to appropriate senior management.

TEAM DEVELOPMENT

  • Provide coaching and mentoring support to the Resource team to improve the quality and effectiveness of the HR service and support their personal and professional development.
  • Ensure that the HR team have annual appraisals, objectives, personal development plans and appropriate competencies and are provided with the opportunity to optimise their potential. Manage performance against delivery of their individual objectives.
