Job summary

Due to the maternity leave of the current post holder, we are looking to recruit an interim head of service for a 12 month period.

The role will be responsible for the day to day service management and operational leadership for the all age eating disorder service (AAEDS) within Kent and Medway, Kent and Medway Adolescent Hospital, the Intensive Home Treatment team and the Crisis, Assessment and Triage team covering Kent and Medway.

Starting with NELFT

NELFT place a great deal of importance on new starters being properly welcomed and inducted into the Trust. All new starters will join the Trust on the first Monday of each month and will undertake a comprehensive induction of up to two weeks which will include mandatory training, systems training and the allocation of equipment. As part of the process new starters will have the opportunity to also meet the executive team, senior managers and attend a number of drop in sessions focussing in engagement, health and wellbeing and key processes. The induction will be held at our head office in Rainham, Essex.

The post-holder will be a post-graduate qualified psychological practitioner (e.g. psychologist, family therapist, child and adolescent psychotherapist) or graduate qualified health care professional (e.g. nurse, midwife, health visitor, social worker, occupational therapist), fully registered with the appropriate professional or regulatory body (e.g. HCPC, NMC).

The post-holder will provide operational leadership to the Kent and Medway All Age Eating Disorder Service, the Kent and Medway Crisis Team, KMAH, IHT and YPWS across a wide geographical part of Kent & Medway. The post holder will be responsible for assessment, treatment and systematic outcome measurement across these services with the support of the Assistant Director.

They will ensure that a high quality, timely, accessible and evidence-based service is available to all service users who need it within Kent & Medway.

The post-holder will establish and maintain excellent working relationships with wider mental health and wellbeing services and ensure adherence to evidence based treatments by all clinical staff in their portfolio.

Key Responsibilities:

1. To provide an efficient, effective, comprehensive and specialist service across Kent & Medway for adults, children and adolescents with eating disorders and mental health problems, their carers/parents and families.

2. To support multi-disciplinary assessment and treatment of adults, children and adolescents with eating disorders and mental health problems, their carers/parents and families.

3. To manage and supervise a range of generic clinical work, urgent assessment work, parenting support and specialist cases across multiple teams, supporting the individual managers.

4. To provide supervision and consultation on care pathway cases to other multi-disciplinary staff.

5. To contribute to audit and research.

6. To actively support and engage in treatment and outcome monitoring.

7. To work in and broadly support clinical practice, making use of supervision, within the overall frameworks and the Trusts policies and procedures.

Leadership

1. The post-holder will provide operational leadership to a range of team managers across AAED and CYPMHS.

2. To actively promote integrated health/care professional working internally and externally

3. To facilitate the development of a positive and supportive team culture by taking responsibility for dealing effectively with potential conflict.

4. To take an active interest in working parties and groups within the Trust to develop and improve on service delivery, protocols and guidelines.

5. To participate in the audit process, linking in with the clinical governance agenda.

6. To advise, encourage and share knowledge utilising the latest research and practice development, through literature and peer reviews.

7. They will ensure that a high quality, timely, accessible and evidence-based service is available to all service users who need it and who use the care pathway.

8. Ensure that the service area contributes fully to the development of the Business Plan for the Integrated Care Directorate and assists in the setting of strategic objectives for the Services.

9. Facilitate the development of clinical guidelines, protocols and patient-related policies in partnership with clinicians and other managers within the organisation to promote safe and effective patient care.

10. To support the Integrated Care Director, Deputy and Assistant Directors in the strategic planning of the CYPMHS/YPWS/AAED services, identifying new business opportunities, writing business plans and service specifications as appropriate.

11.Ensure all staff are provided with appropriate training and development opportunities to satisfy the needs of the service area, thus ensuring an appropriately skilled workforce.

12. To deliver service improvement through the continuous development of integrated multi- disciplinary team working and care pathways.

13. To participate in local and national clinical networks in order to promote evidence based clinical developments which improve patient care.

14.Ensure and monitor compliance with the requirements of all regulatory bodies and ensure that staff work within their scope of practice.

15.Ensure that robust mechanisms are in place to enable patient and stakeholder feedback and that such feedback is actively utilised in service planning and re-design and that patients are able to perceive how they have influenced service development.

16.Ensure induction, orientation, mentorship and preceptorship are in place and effective in the initial preparation of new staff entering the organization or new roles.

17. Compile training needs analysis following appraisals and interviews of staff in order to maintain a competent workforce.

18.Ensure and facilitate staff attendance at mandatory and statutory training and monitor achievement of this standard.

19.Be responsible for ensuring an effective system of performance management, including Personal Development Plan for all direct reports and their staff.

20. Ensure all direct reports are aware of and discharge their managerial responsibilities for HR issues within their area of responsibility.

21.Ensure that staff are working to competencies that are regularly assessed and appropriate in line with agreed frameworks.

Specific Tasks directly related to the post:

Financial Responsibility

1. Ensure all AAED/CYPMHS/YPWS resources are deployed to achieve best outcome with reference to the Trust and Service Business Plans.

2. Act as an authorising signatory for budgets within limits agreed.

3. Effectively manage the delegated budgets within area of responsibility, assisting in the delivery of annual cost reduction/improvement plans, communicating these to all managers as required.

4. Ensure that temporary staffing expenditure is managed within budgetary limits across the services.

5. Ensure the optimum use of financial resources in the delivery of patient care and equipment needs.

6. To educate and supervise direct reports in financial planning and cost reduction.

7. Identify improved efficiencies within existing provision in line with financial framework targets.

8. Identify additional resource requirements within services providing business cases to inform resource allocation.

9. Ensure that budgets are reviewed monthly with budget holders and performance reports and corrective actions agreed are recorded and reported to Business Performance meeting.

Planning & Organisation

1. Assist in the development and implementation of business plans for these services by contributing to the service and business strategy, including cross-service and external partnership working.
