Job summary

The Post Holder will be responsible for managing and monitoring Estates and Facilities compliance of the Soft Service contracts, ensuring the Service Level Agreements, quality requirements and financial targets are met.

Main duties of the job

The Post holder will support the Trust in ensuring compliance with current and forthcoming, health, safety, environmental and estates-related statutory legislation, and DH guidance. Providing significant practical support to the Deputy Director of Estates and Facilities (DDE&F) and the respective Team leads in the course of their duties.

The post holder will support the DDE&F to ensure patients, visitors, and staff are provided with a high quality, safe, efficient, and compliant Services.

Within the facilities team the direct line management of the Deputy Soft Service Contract Manager and the Support Officers (auditors) and the Accommodation Manager.

Job description

Job responsibilities

  • Manage the facilities and support the Estates team with compliance systems and maintenance services in accordance with statutory obligations, Codes of Practice and Department of Health Guidelines (HTMs)

  • Ensure assessments, contractual audits and inspections and quality checks to both in-house and contracted services are carried out and reported under a defined and diarised management process.

  • Ensure emergency and contingency planning is regularly reviewed and tested and updated within the area of responsibility of the position. Involve all competent parties in 'stress testing' outcomes and action plans.

  • Take lead responsibility for all aspects of the SFM Contract management process, contractor engagement and negotiation associated with the operational delivery of the contracted services to the Trust estate. Support the PFI contract Manager and project team with the compliance process required for the Trust.

  • Help develop a strategy for statutory compliance issues as part of the Estates Business Plans, outlining, monitoring, and reporting regarding targets that achieve the Trusts statutory obligations.

  • Cascade information on compliance legislation to team members, as necessary

  • To produce reports on all areas of compliance for departmental and Trust Committees e.g. Estates H&S Committee, Estates Risk Group, Infection Prevention & Control Committee, Health, Safety, Security and Fire Committee.

  • Ensure compliance to Health and Safety legislation, British Standards, statutory instruments, European Directives, NHS initiatives.

  • Manage facilities & support estates record keeping look at alternative methods of recording information in line with the Department's documents management project. Ensure all documentation relating to contracts is stored centrally to support review, legal and management review I internal audits as necessary.

  • To develop and maintain good relationships and clear lines of communication with Clinical Managers, Heads of Departments and other users of the service provided by the Directorate and Estates colleagues within the surrounding area.

  • Assist in the development of the Trust's Estates Strategy translating the strategy into practice across areas of responsibility
  • Ensure assessments, contractual audits and inspections and quality checks to both in-house and contracted services are carried out and reported under a defined and diarised management process.
  • Ensure emergency and contingency planning is regularly reviewed and tested and updated within the area of responsibility of the position. Involve all competent parties in 'stress testing' outcomes and action plans.
  • Take lead responsibility for all aspects of the 'Charter' Team Contract management process, contractor engagement and negotiation associated with the operational delivery of the contracted services to the Trust estate.
  • Ensure compliance to Health and Safety legislation, British Standards, statutory instruments, European Directives, NHS initiatives.
  • Develop effective working relationships with fellow managers across the Trust and the ED in respect to departmental issues and the development of Trust wide service improvement.
  • Undertake any other duties as appropriate to the nature and grading of the post.

  • Identify and assess Estates engineering statutory compliance risks in relation to the building environment. Liaise with the PFI Contract Manager to develop and implement strategies for the management and control of those risks for the site.

  • Provide expert advice and interpretation to the Deputy Estates and Facilities Director on matters regarding engineering compliance legislation as they apply to the healthcare estate engineering and maintenance in the site.

  • To ensure that statutory inspections and audits are planned and scheduled for the site by the relevant AP and that subsequent reports are reviewed, with appropriate action plans produced by relevant APs. To monitor and report upon such action plans, including supporting APs with managing towards closure.

  • To support the collation of evidence and produce reports as required by NHS Resolution or others in response to claims relating to Estates compliance where they relate to the site. Compliance areas to be included (this is not an exhaustive list and is subject to change):
