Job summary

This role is pivotal to the RNOH strategy, leading a programme of transformation across theatres and perioperative care to ensure that the Trust has the highest quality, effective and efficient services to maintain its place as a leading centre for orthopaedic surgery.

The Director of Clinical Services will show strong clinical and operational leadership to embed a culture of continuous improvement through delivering change in processes, ways of working and care delivery to ensure the highest quality, effective and efficient services, which offer an exceptional experience to patients and staff. The post holder will be responsible for the provision of world class patient care which is patient-centred and evidence-based and delivered by a highly skilled, motivated, and compassionate team in line with organisational, regulatory and governance requirements.

The post holder will provide senior nursing/clinical leadership and oversight to theatres, recovery, TSSU and pre-operative assessment (POA), reporting to the Divisional Director for Surgery, Cancer and Children and Young People, with professional accountability to the Chief Nurse.

Main duties of the job

The post holder will:

Be responsible for the provision of strong clinical and operational leadership and oversight throughout theatres and perioperative services, to ensure the best experience and outcomes for patients, demonstrating accountability for the delivery of high quality, safe and effective services.

Provide clinical leadership and management oversight to ensure that the appropriate operating policies, structures and processes are developed, disseminated and adhered to in order to ensure effective planning and execution of theatre lists and deployment of staff and resources to ensure safe, efficient running of theatres, and maximise efficiency and utilisation.

Build effective relationships with surgical teams and all theatre users, to understand and plan for the needs of each speciality, establish clear channels of communication and feedback, and ensure operating policies are followed.

1. Lead a programme of transformation across theatres and perioperative services to drive forward improvement and growth initiatives in support of the Trusts strategy

2. Undertake clinical service and pathway review to ensure a high quality efficient and effective pathway through POA and theatres, and perioperative services meet the needs of relevant specialities to ensure quality and safety and to maximise productivity.

3. Lead the development of evidence-based procedural documentation and ensure that these are embedded effectively into ways of working.

4. Engage key Trust stakeholders in contributing to clinical service and pathway reviews as well as wider quality improvement work for shared services, ensuring that plans are operationalised and delivered to a high standard.

5. Work alongside the Unit Director, Executive Team, Consultants and clinical leads to identify and scope opportunities for the growth and development of perioperative services to support performance targets, service improvement and innovation.

6. Take a lead role in the development and presentation of business plans for the development of services as required for both capital and revenue developments, in line with Trust strategy, priorities and financial targets.

Clinical Responsibilities

1. Support the delivery of care through visible clinical leadership, working in partnership with senior colleagues, clinical leads and the multidisciplinary team, and maintain oversight of day-to-day operational delivery, quality of care and patient experience.

2. To monitor standards of care, intervening and taking corrective action where necessary.

6. Ensure that environmental inspections achieve cleaning, catering, infection prevention and control and health and safety targets.

7. Lead on the implementation of accreditation across the relevant services promoting staff and patient engagement, ensuring prompt action in regard to areas for improvement and overseeing the delivery of all quality improvement plans arising from accreditation.

8. Provide regular reports on key areas of quality and safety, maintaining service dashboards and risk registers and escalating areas of concern as appropriate

9. In accordance with Trusts policy for Safe Staffing and Skill Mix levels, formally agree with the Chief Nurse the workforce requirements for all clinical areas and departments, utilising acuity and dependency tools to monitor and review the nursing workforce as indicated, ensuring integration with the local delivery plan, and the optimal deployment of the nursing/ODP workforce.

10. Champion a safeguarding culture that meets the needs of vulnerable adults and children escalate issues to relevant others accordingly.

11. Ensure that the delivery of care meets the individual needs of patients, that systems are in place to seek and share feedback from patients and families, and mechanisms are in place to learn and improve in response to feedback.

Professional Leadership and Management

1. Provide professional leadership for nursing/operating department practitioners and advise on all matters pertaining to professional standards and quality of care across services.

2. Be a visible, clinically credible leader and implement structures/measures to ensure effective communication and dissemination of key information to all staff and theatres users, establishing mechanisms to listen to and respond to staff feedback or enquiries.

3. Represent perioperative services at Executive level and with key internal and external stakeholders.

4. Participate in the relevant Trust nursing and quality forums and external / speciality networks as appropriate.

5. Implement a clear organisational structure, ensuring there are clear roles and responsibilities/key result areas agreed for all senior clinical and operational post holders in the department and that reporting lines and accountability are clear and accountability is understood by all staff.

6. Manage timely and effective recruitment and retention of staff in conjunction with the Human Resources department, and ensure optimal use of staffing resources, reviewing workforce requirements as required.

i optimal theatre list utilisation

ii Reduction in avoidable cancellations on the day,

iii reduction in late starts, early finishes and unplanned overruns

4. Contribute to strategic and development projects as desired.

5. Monitor and report activity levels relevant to areas of responsibility and implement improvement plans to achieve performance against targets and other imperatives impacting on the Trust.

1. Work in conjunction with the Corporate Nursing/Education and Learning and Development to develop and maintain clinical learning environments that are fit for purpose, in line with quality assurance guidelines and other external regulatory bodies and ensure the Trust meets its responsibilities to provide clinical experience and mentor support for pre-registration for nurses/ODPs, and high-quality preceptorship across all areas.

2. Provide professional leadership for nursing and ODP recruitment and retention across services and work with other senior nurses and HR colleagues to develop innovative recruitment and retention approaches and support the introduction of new ways of working.

3. In collaboration with the Chief Nurse and other senior clinical colleagues, develop and review workforce plans including a six-monthly review of nursing/ODP skill mix.
