Job summary

Supporting this development the RNOH is looking to appoint a Finance Manager - Income, reporting into the Head of Income and Costing. This is a pivotal role in the Trusts finance function.

The role will be primarily have responsibility for the reporting both internally and externally the Trusts Income information, using the Income system from Civica. This will include Monthly reporting both internally and externally, ERF Reporting, Forecasting and Income Planning.

The successful candidate will have extensive experience of Income reporting, knowledge of National guidance / tariffs and working with Income Systems. A strong ability to understand and communicate complex financial information across peers and the management team is essential.

The RNOH are seeking an experienced qualified accountant who can demonstrate excellent IT skills coupled with the ability work under pressure in this fast moving and changing environment.

Main duties of the job

The Finance Manager - Income, reporting to the Head of income and Costing will line manage and lead, professionally, managerially and operationally the Corporate Income function. You will provide expert knowledge of financial and accounting procedures, legislation, NHS financial policy and the financial impact of NHS policy with particular reference to all corporate income. You shall work closely with the clinical Finance Manager's and colleagues in Information to ensure the necessary information processes are in place to support accurate and timely in-year recording, monitoring, and reporting of activity under the Financial Flows Regime.

To lead the training and development of the income analysts ensuring that work is delivered in a professional and timely manner.

To lead the reporting of corporate income to internal and external stakeholders in line with required timescales, ensuring information is accurate, timely and relevant.

To lead in the monitoring of the Annual Plan and quarterly performance returns to NHSI.

To expand and develop the reporting of corporate income to the Trust Board and Management Committee.

To lead the income support to Service Line Reporting to ensure income is reflected correctly across service lines with supporting analysis as necessary.

To lead on pricing of all non-Tariff and excluded services, advising in particular on income maximisation via alternative costing/pricing strategies and activity capture.

To lead the development, production and presentation of corporate income forecasts, ensuring a consistent and robust system is in place.

To act as the main source of financial advice on all aspects of patient care SLA negotiations.

Support in-year monitoring of service agreements, liaising with colleagues, internally or externally, as required. To attend and represent the finance department at in year monitoring meetings with Commissioners.

To lead Corporate Income budget setting ensuring that a full audit trail is maintained between agreed contracts and the internal budget

To undertake corporate analysis of contract income patterns and to provide advise to the senior finance team.

Provide detailed reconciliation of all contracted income back to contract values on a monthly basis.

To represent the Finance function at key management and operational committees and to deputise for the Head of Costing and Income as appropriate

To work autonomously in the calculation of accurate and robust income budgets at overall Trust, Division, Business Unit and patient type in accordance with the Trusts financial strategies and maintain accurate records of all budget setting, budget movements and histories.

Corporate responsibility for policy regarding activity reporting for income purposes, amounting to over £100m. Implement, develop and maintain policy across the organisation to ensure capture of very sensitive and potentially contentious information.

Ensure the policy meets the reporting requirements of external stakeholders, including contracting ICBs and NHS England, in order to reduce dispute regarding subjective and contentious information. Ensure adherence to the policy across the organisation.

To ensure NHS England Information Rules are applied accurately, applying expert NHS income knowledge to analyse highly complex and contentious information to calculate the correct commissioner.

Use Specialist NHS Income knowledge to liaise with external commissioners to gain agreement regarding the analysis of highly sensitive and contentious information in order to ensure prompt payment of invoices and minimise bad debt.

To be the first point of contact for the Trust for Income at year end, including Agreement of Balances for Income and Audit Queries.

To be responsible for the calculation of the Trusts clinical income invoicing. To be a key point of contact for income queries and enquiries from external bodies, such as commissioners.
