Job summary

The Strategic Capital Programme within Mid and South Essex NHS Foundation Trust is a once in a generation opportunity to create modern health care facilities that meet future population health needs, with a commitment to enabling new models of care and support innovation and digitalization.

The Programme Director role will play a key role in shaping the future, ensuring that the right people are engaged and involved in the planning and construction of new facilities, working hand in hand with colleagues from the broader commercial and estates teams. They will support delivery of care settings that are aligned to the requirements of the MSEFT clinical, quality and people strategies, while providing the platform for a refreshed strategic vision into 2024/25 and the alignment of the estate with future clinical and professional needs. They will support inclusive models of care, considering healthcare inequalities and the experience of people using new buildings and services.

Main duties of the job

You will deputize for the Senior Director of Estates and Facilities and/or the Chief Strategy & Improvement Officer as required across the Strategic Capital Programme, briefing at Trust Board and Integrated Care Board level when required. They will have had significant exposure in leading major projects of work, understanding the emerging NHS innovation, commercial and strategic estates agenda and preferably have senior level experience in an NHS, local authority or health care-related industry or professional services organization. The role will include scheduled attendance at key internal and external senior meetings e.g., Executive Team and Trust Management Executive (TMEX) meetings, Trust Board, Finance and Performance Committees, Clinical Strategy Board, and meetings with external stakeholders such as NHS England, Department of Health and Social Care, and local authorities.

Specific focus for the role will be on developing and implementing the Strategic Capital Programme, supporting clinical and operational teams in designing and delivering new and innovative delivery models for services, but this will have necessary co-dependence with other programmes of change such as Outpatients Transformation, the Unified Electronic Patient Record and Digital Strategy, the Improving Value Programme, Cancer Strategy and the Urgent & Emergency Care Programme.
