Job summary

We are seeking to appoint a Programme Manager for the South Devon Bowel Cancer Screening Centre, who has the experience, vision and values required to deliver the programme and expand it in new directions. This is an exciting opportunity to work in a service that is constantly evolving.

We have been fortunate in gaining funding to enable the current post holder to support and mentor the successful applicant for a 12 month period providing an ideal opportunity for candidates wishing to develop their experience in the delivery of a service at a local, regional and national level.

Whilst the post is advertised as 0.85 WTE, there is potential for this increasing to full time with anticipated service expansion.

The South Devon Bowel Cancer Screening Centre is hosted by Torbay and South Devon NHS Foundation Trust with screening sites at Torbay and Derriford Hospitals delivering the NHS Bowel Cancer Screening Programme to the eligible population of Torbay, Plymouth, Teignbridge and the South Hams.

As the Programme Manager, you will be responsible for overseeing the operational delivery and development of the screening programme in accordance with national guidelines and local needs. You will work closely with key stakeholders, including University Hospitals Plymouth and NHS England to drive improvements delivery, patient outcomes, and screening uptake

The Bowel Cancer Screening and GI Education teams work closely, with the Programme Manager having oversight for both work streams

Main duties of the job

  • As the Bowel Cancer Screening Programme Manager, you will be responsible for overseeing the operational, strategic development, and delivery of the bowel cancer screening programme in accordance with national guidelines and local needs. You will work closely with key stakeholders, including University Hospitals Plymouth and NHS England to drive improvements in service delivery, patient outcomes, and screening uptake.
  • Additionally the post holder will be responsible for supporting the Clinical Education Leads in the planning, management and delivery of the portfolio of courses offered by the Endoscopy Training Centre. You will continue to build and maintain relationships with our key external partners - the South West Endoscopy Training Academy, University of Plymouth and Joint Advisory Group on GI Endoscopy.
  • There is an expectation that the post holder may be required to assist or collaborate with various initiatives within the wider gastroenterology service

About us

The South Devon Bowel Cancer Screening Centre is hosted by Torbay and South Devon NHS Foundation Trust with screening sites at both Torbay and Derriford Hospitals. There are cross site working arrangements with University Hospitals Plymouth. The Centre has responsibility for delivering the NHS Bowel Cancer Screening Programme to Torbay, Plymouth, West Devon, Teignbridge and the South Hams.

Torbay Hospital Endoscopy Unit hosts the Endoscopy Training Centre and is an arm of the virtual South West Endoscopy Training Academy, offering hands on skills, simulation and GI nurse education both regionally and nationally. The post holder will be responsible for supporting the Clinical Education Leads in the planning, management and delivery of the portfolio of courses offered. The post holder will continue to build and maintain relationships with our key external partners - the South West Endoscopy Training Academy, University of Plymouth and Joint Advisory Group on GI Endoscopy.

Monitoring systems and key management data for regular interpretation of data and trends

The post holder will be expected to work with the minimum of supervision and prioritise their activities in order to ensure that an efficient service is provided.

To have an active role in the strategic planning for services to ensure that performance can be met and sustained in the light of any national developments to service specifications

To provide appropriate activity and performance reports to all stakeholders when required

  • To ensure service users and other key stakeholders are involved in service improvement process
  • Develop and implement workforce plans within areas of responsibility to deliver the needs of the service including responsibility for recruitment, retention and succession planning

Finance, equipment and other resources

Negotiate contractual agreements and financial reimbursements with all stakeholders

Identify income generation for education together with ways of making efficiencies to contribute to the SDU CIP, working alongside finance and management colleagues to cost proposal and ensure affordability

To manage the allocated budgets, authorise and account for expenditure ensuring efficient use of the resources available
