Job summary

To support the Operational Finance Partner (OFP) Divisions to deliver the Trust's Financial Risk Rating, as determined by the Financial Compliance Framework of NHSI and the elements attributable in those targets to the Division

This will include joint working with the Division Senior Managers to reduce costs through efficiencies and Cost Improvement Program (CIP) delivery, ensuring the Locality can live within an agreed envelope attributed to them that will ensure the Trust delivers its financial plan. Interpreting highly complex financial data and giving advice on financial risks to ensure the budgets/envelopes agreed are achievable and owned by the Division and the delegated budget holders, inclusive of CIP targets.

Main duties of the job

This will include joint working with the ISU Senior Managers to reduce costs through efficiencies and Cost Improvement Program (CIP) delivery, ensuring the Division can live within an agreed envelope attributed to them that will ensure the Trust delivers its financial plan. Interpreting highly complex financial data and giving advice on financial risks to ensure the budgets/envelopes agreed are achievable and owned by the Division and the delegated budget holders, inclusive of CIP targets.

To participate fully in the Operational Business support and partnering work of the Finance Department as well as provide leadership to the Finance Management Accounting team (Band 7 Senior Management Accountant and below). Supporting the Trust and System/ISU's in achieving their respective financial objectives and implementing and communicating national and local policies across the Trust.

To be accountable to the Operational Finance Partner, working collaboratively across the system with other FBMs' and deputising as necessary.

Qualifications and experience

Essential

  • Educated to masters level or equivalent professional qualification of financial management /finance nature
  • Evidence of continuous professional development and further specialist training (short and long courses), such as Investing, Borrowing on Money Markets, Accounting for PFI Schemes, Statutory Accounting Requirements
  • Significant Senior Finance Experience, including team management
  • Proven general and specialist finance experience
  • Specialist knowledge over a range of financial areas, understanding of the principles of accountancy via qualification and practical experience
  • Good organisation and management skills and an ability to work under pressure to achieve tight deadlines while maintaining a high quality of work.
  • Experience of dealing with incoming information in a confidential and sensitive manner.
  • Experience of working autonomously, applying specialist knowledge to the interpretation of Trust policy, DoH policy, national standards and targets as well as Accounting Standards and Codes of practice.
  • Experience of using computer software to develop and create standard and customised financial reports on a regular basis
  • Expert knowledge of Management Accounting and Financial analysis
  • Accounting theory and Practice by qualification or experience.
  • Experience of training and developing staff, both financial and non-financial, in the interpretation and use of new accounting and organisational policy and related information.
  • Able to produce reports using data that are comprehensive and meet requirements of operational partners Business and capacity planning experience linked to forecasting
  • Demonstrable evidence of specific expert knowledge in more than one area of the Finance function.
  • Delivery of Continuous Improvement Programmes of work
  • Experience of designing, implementing and influencing policy within your own specialist area.
  • Experience of investigation and analysis into financial issues including evidence of detailed and precise report writing skills
  • Excellent written, verbal, analytical and presentation skills with an ability to explain highly complex financial issues to non - financial budget holders and managers.
