Job summary
To assist the Senior Commissioning Officer to work with colleagues across the trust, Torbay Council, NHS Devon and community stakeholders to deliver commissioning plans to provide customer focused, high quality, value for money services.
Ensuring plans and strategies promote independence, keep vulnerable service users safe and are sensitive and responsive to the needs of the local population.
This will require wide ranging knowledge and experience of cooperative commissioning, co-design, co-production with high level of skill in community engagement, partnership working, stakeholder management and contract monitoring.
Main duties of the job
Assist the Senior Commissioning Officer to deliver commissioning plans which meet key strategic aims and objectives as set by Torbay Council.
Build positive relationships with stakeholders and ensure arrangements are in place to co-produce all aspects of commissioning work with relevant stakeholders, specifically clients and carers
Provide project management support for the development of relevant strategies; ensuring that they are delivered within agreed scope, budget, time scales and with identified risks
Assist in the production of quality service specifications which include detailed breakdown of costs and arrangements for performance monitoring and review.
Ensure completion of relevant reports such as business cases and summary reports for governance rounds as and when required
Work with providers who submit requests for in-year inflationary uplifts. This will often be contentious as the trust need to work within their funding envelope. You will work with the Commissioning Officer to administer the Provider Uplift Panel process
About us
The Delivery, Markets, Contracts and Quality Team within the Trust brings together the business functions of Adult Social Care and the Independent Sector (including Health). This includes Transformation, QAIT, Arranging Support, Markets and Contracts.
The team works closely with operational colleagues delivering Adult Social Care and Health to the population of Torbay as well as Finance and Procurement teams.
The team also has strong connections to Torbay Council's Strategic Commissioning Team working together to deliver commissioning plans.
