Job responsibilities
KEY RESULT AREAS/MAIN DUTIES AND RESPONSIBILITIES:
To manage the physical supply chain workflows from receipting, storage, picking and the replenishment of medical and non-medical supplies in accordance with agreed service level requirements and financial constraints.
Develop supply chain process improvements by analysing process work flow, manning and space requirements, and equipment layout and drive change programmes
- Ensures all supply chain policies and procedures are fully documented, compliant with trusts policies and communicated to all staff
Establish key performance indicators along the supply chain to ensure that all processes are fit for purpose and actual performance is to the standard required. Monitor on going performance and where necessary improve performance against set goals. Take any corrective action to realign performance to target.
Ensure workplace health and safety requirements are met and take overall responsibility for the security of all stock.
Actively support the implementation of new initiatives such as GS1 scan for safety, pandemic related Trust required emergency response incidents
Establish and sustain a multi skilled team so that resources can be redeployed as required and provides the Trust with increased flexibility
Contribute to the design and implementation of new supply chain/stock control systems
Ensures inventory targets for central stores and replenishment locations are set in accordance in SLA and financial targets. Review targets on a regular basis, at least quarterly.
Identify slow moving/ excess stock/ expired stock and work with internal stakeholders and suppliers to find outlets for this stock. Work with internal stakeholders to find outlets for slow moving stock.
- Provide staff guidelines / instructions for the setting of Inventory targets by item for all clinical locations e.g wards and theatres. Ensure Inventory targets are reviewed at least on a quarterly basis and that stock levels are controlled in accordance to specified targets.
Conduct random audit checks along the supply chain to ensure adherence to agreed targets e.g. Accuracy of receipting, picking, stock rotation, expiration. Use this mechanism to appraise staff, drive improvement and link to appraisal process.
Collaborate with other procurement teams e.g. procurement managers, buyers to ensure compliance and deliver the best overall solution.
Manage and deliver specific projects against agreed business objectives , budgets and timescales
As a senior manager the job holder is expected to provide out of hours call out service in accordance with call out roster
Escalate to Head of Procurement or Supply Chain Manager - Operations, in particular issues that affect patient safety / HES or areas of non-compliance.
Ensure that the stock control system Omnicell is maintained, staff are trained in the system.
Ensure that the stock control system is updated in a timely manner and maintain data integrity including stock accuracy
Financial and Physical Resources
- Release cash through the optimisation of stock without impacting patient safety / clinical operations
- Achieve financial inventory targets
- Eliminate financial exposure to the Trust through effective management of stock working practices with end goal of zero stock expirations / slow moving and obsolescent stock. Track and publish performance on a regular basis as set out by Head of Supply Chain.
- Ensure product is adequately stored/ protected to avoid damage/financial write.
- Contribute to capital plans associated with warehousing storage and materials handling equipment. Prepare on an annual basis long term capital replacement / new plans and submit for consideration in budgeting cycle
- Drive and deliver specific cross functional work stream CIPs programmes that contribute to the Trusts CIP savings plan
- Identify and manage risks and issues to eliminate any litigation exposure for the Trust
- To support budget holders in their roles, providing information and advice and signposting as required
- Conduct effective resource planning to mitigate the need for unnecessary overtime and ensure resources are fully utilised
- Monitor the value of slow moving / excess stock and ensure stock holding value is minimal
Communication
- Provide clear and concise direction and instructions to staff
- Establish and Develop effective communication and good working relationships with all stakeholders (Internal and External) across the supply chain. This includes colleagues at all levels including General Managers, other Procurement staff and housekeepers.
- Provide advice and information to a range of senior managers and directorates across the Trust as required.
- Provide internal stakeholders with monthly reports that show service delivered against SLA agreements
- Provide regular and timely reports across the supply chain including potential long term problems and contribute to the solution of supply problems
Analysis and judgement
- To be highly numerate and able to understand complex data sets
- Establish key performance indicators, monitor on going performance against agreed productivity and SLA goals
- The ability to think and respond quickly to unplanned events
- Ability and willingness to seek and incorporate input from others in order to develop collaborative solutions
Staff Management
- Provides inspirational leadership and clear direction to staff in line with HPL Procurement Service business objectives and strategic long term plans
- Ensure that all staff clearly understands their role, they are fully trained and equipped to carry out their duties/responsibilities.
- Model high level customer focussed and service behaviours and to coach others to deliver excellent customer care
- Set standards of work. Routinely measures staff performance against these standards to ensure tasks are being performed to the standard required
- Provide induction training to new staff and develop the knowledge and skills of existing staff.
- Ensure all staff conducts themselves in a professional manner, are well presented and responsible for their discipline in accordance with Company policy.
- Establish and encourage a positive, can do attitude within the team.
- Review the performance and competence of staff through annual appraisal, identifying training needs and arranging for its provision in conjunction with Human Resources
- Ensures continuity of service provision by effectively planning and managing staffing levels paying particular attention to annual leave and sickness
- Ensure all employees within the department attend and complete their annual mandatory training.
- Complete risk assessments within the department to ensure all risks are understood and managed
Planning and Organisation
Prepare, maintain and update resource rosters
Develop annual resource plans in line with demand forecasts and efficiency targets
Develop contingency / emergency plans
