Job summary

The Supply Chain Operations Manager has a key responsibility within the Procurement and Supply Chain team for the delivery of project management aspects of the whole supply chain specifically to develop improvement strategies for efficient and effective stock management, internal logistics and interfaces with catalogue management and order processing.

The post holder will plan and implement the supply chain and inventory management improvement plan in conjunction with the organisation.

Including the key initial deliverable and corporate objectives:

Associated software implementation

Stock Check- quarterly & annual stock checks and actions

Warehouse and Distribution project management and implementation

Stock Out & Obsolete stock Implementation

Oversight of Data and Information systems

Policy and Procedure review contribution and support

Input into the future HPL Inventory

HPL Corporative Objectives as requested

Main duties of the job

Leading the coordination of the Inventory & Logistics improvement programme,

Act as a Team Lead for the Inventory function of the service

Responsibility to manage a programme of work independently

Direct line manage responsibilities including full life cycle, i.e. PDR, recruitment & selection, induction etc.

Lead and develop an annual Supply Chain programme for the function.

Strategically plan and manage logistics, warehouse, transportation, and their customer interfaces

Managing overall inventory while optimising stock levels.

Responsible for the daily, weekly, monthly reporting of data and performance metrics to HPL Board and Model Hospital

Review and improve the Data and Systems reporting during the year

Ensure that there is no point of failure for roles and responsibilities within the teams. Ensure training for cover and a/l is in place.

Track quality, quantity, stock levels, delivery times, delivery, and efficiency

Eliminate slow moving and out of date stock

Supporting the operational and clinical managers in the business to define, scope, plan, manage and deliver successful supply chain projects, with clear project management structures, benefits delivery schedules and risk assessment

With the Strategic Procurement Team ensure timely and effective changeover of product ranges to deliver CIPS programmes

2. JOB PURPOSE

To work with the supply chain and inventory teams to plan, deliver both business as usual projects and monitor improvements within the function. To work with and support the function to manage and co-ordinate all supply chain operational issues of inventory, data and logistics to improve operational efficiency, achieve inventory targets and monitor supplier performance. The function must be assured in terms of continuity of products to ensure BAU activity for the Trust and communities is not negatively impacted.

Provides direction and support to teams to ensure good quality supply chain outcomes are achieved with the team and contractors in line with Healthcare Partners Limiteds strategy with the objective of minimising risk, maximising value for money and driving efficiencies.

Works collaboratively to influence partners, colleagues and embed cultural and operational changes so that inclusive planning and delivery of strategy enables sustained and prioritised improvement.

Ensures all operational activity is focused on safe and excellent service, continuous improvement, product and service standardisation and cost-to-serve efficiencies, in support of both national NHS procurement initiatives and regional ICS programs as appropriate.

Provide expert project management to work streams / projects, including:

Direct, optimise and coordinate stock control based on product life / order cycle

Lead and manage the stock out process, demand management and alternatives process limiting stock outs as best as possible

Act as an escalation point to emergency and critical stock out scenarios

Track quality, quantity, stock levels, delivery times, delivery, and efficiency performance

Deliver the strategic and operational supply chain management requirement of HPL and the Trust.

Management of the Inventory management team (Supply Chain as Requested)

Apply the principles of good supply chain inventory management across the HPLs supply profile with particular emphasis on high revenue expenditure areas to ensure value for money and maximum cost benefit through stock control is realised.

Develop and manage a stock management strategy for the Trust, in order that the service can be fully utilised across the Trust.

Continually review and evaluate the performance and integration of the catalogue system ensuring it is always up to date.

Ensure all catalogues are identified and reviewed at least 3 months prior to their end date.

Develop a supplier performance management, monitoring and rating system.

Evaluate ordering procedures with specific emphasis on a cost-effective way of managing or eliminating low value stock orders.

Produce monthly and quarterly reports of inventory, stock turn, usage, slow moving and obsolete stock, stock outs and actions to address any issues.

Proactively manage and review consignment stock for suitability and benefit.

Develop and maintain relationships with key stakeholders particularly the Divisions, SBU and other departments and suppliers.

Manage the Omnicell (or equivalent) relationship and work with materials management team ensuring that the Omnicell and team prioritise and plan the daily workload of ordering (top up) to meet any changes in the demand for patient care for a specific ward / department.

Ensure that prior to put away (unpacking and checking roll cage/ tote box) the Omnicell and materials management team check that expiry dates of stock on the shelf are checked and rotated to ensure new stock is put at the back and out of date stock removed and recorded

Daily manage the interfaces between Omnicell and all interconnected systems. Ensure Omnicell is never more than 1 upgrade behind the latest software release.

Actively manage and review stock in the Omnicell system, train, and monitor end users

Provide specialist supply chain knowledge and support to other projects as required.

Continue to develop greater and wider understanding of the concepts, methodologies, skills and techniques involved in service improvement and organisational transformation.
