Job summary

This is a senior leadership role within the People Directorate, with responsibility for the strategic delivery of Learning & Development and Organisational Development services across the Trust.

You will ensure our training offer meets national standards, supports local operational needs, and delivers real impact through collaboration with internal and external partners.

You will lead the OD team to drive organisational growth, supporting strategies around EDI, wellbeing, and leadership development. Working closely with the Deputy Chief People Officer, you will align L&D and OD services to the Trust and People strategies.

Youll bring proven experience of leading L&D and OD teams, alongside a strong track record in implementing improvement programmes that build workforce capability and organisational effectiveness.

Main duties of the job

As Associate Director Learning and Organisational Development, you will lead the strategic design and delivery of high-impact learning and development and OD programmes that support staff, teams, and organisational growth.

You will ensure training meets national standards and local needs, and that OD strategies support leadership development, inclusion, and wellbeing. Working collaboratively across the Trust and with system partners, you will shape a responsive and forward-thinking development offer.

You will be an experienced leader with strong influencing skills, capable of driving improvement, building high-performing teams, and aligning development activity with organisational priorities. A proactive, inclusive approach and a passion for workforce development are essential.

The Associate Director of Learning, Development and Organisational Development (OD) will be responsible for and lead the Trusts needs analyses, development, and implementation of all non-medical education, training, learning and development as part of the Trusts Workforce and OD Strategy and implementation plan. The postholder will have senior level responsibility for the development and implementation of the Trusts learning, leadership and organisational development strategies.

The postholder will provide professional leadership and directly lead and manage the Learning and Development and Organisational Development functions.

The postholder will work to the Chief People Officer and will closely align with and provide professional support to the Deputy Chief People Officer to ensure an integrated Human Resources and Organisational Development offer.

KEY RESULT AREAS:

1.Strategic Workforce Development

1.1 To work closely with the Chief People Officer, the Deputy Chief People Officer,and other senior leaders on the development and implementation of the Trusts Workforce and Organisational Development Strategy aligned to service and financial strategies and consistent with the organisations values.

1.2 To lead the development of and be responsible for the delivery of the Trusts learning and development strategy implementation plan including clear performance targets.

1.3 To lead the development of the Trusts learning and development provision including values-based training and the leadership and management development offer.

1.4 To lead on governance and assurance of all training delivery including the Trusts provision for mandatory and essential to job role training.

1.5 To lead of the development of apprenticeship training activity across the Trust including the planning, monitoring, and application of the Trusts Apprenticeship Levy.

1.6 To lead on the Trusts approach to the development for support staff.

1.7 Develop and implement education, training, learning and development programmes to promote the delivery of high quality, effective, efficient and safe services.

1.8 To lead on the learning and development parts of the Trusts priority programme of making SWYPFT A Great place to Work.

1.9 To work with other Human Resources system leaders on delivery of systems plans which support integrated and seamless services to local communities.

1.10 To lead the alignment of the Trusts learning needs analyses and delivery plans, policies and procedures with the National People Plan and other key national, regional and local developments.

1.11 To ensure that the Trust has a budget plan linked to organisational strategies, service needs, and linked to place-based and ICS priorities.

1.12 Responsible for the development of L&D policies and procedures which support effective, safe and compassionate services.

1.13 Development of L&D Performance Reports for the Trust Board, Executive Team and Operational Management Group.

1.14 To act as the lead HR representative for partnership arrangements with regional and national NHS bodies, universities, and other arms length training bodies.

1.15 To act as the Trust representative for all non-medical education, training, learning and development partnerships internally and externally to the Trust.

1.16 To represent the Trust for all non-medical education, training, learning and development at place and across both West Yorkshire and Harrogate ICS, and South Yorkshire and Bassetlaw ICS.

1.17 To advise and provide professional guidance to the Executive Management Team and Trust Board on national education and training best practice.

1.18 To ensure that the Trust has strategic and operational learning and development plans linked to service and financial plans.

1.19 To ensure that the Trusts non-educational offer is aligned where possible with the medical education offer to ensure economises of scale and efficiencies.

2.Organisational Development

2.1 To have senior level responsibility for development and implementation of the Trusts learning and development strategies which supports the delivery of high quality services, productivity and innovation.

2.2 To work with the Chief People Officer and Deputy Chief People Officer on the development and implementation of the Workforce and Organisational Development Strategy.
