A fantastic opportunity has arisen to join the Planning, Partnerships and Strategy Directorate at the Mid Yorkshire Teaching NHS Trust.

The post is for a Senior Strategy & Planning Manager on a one year fixed term contract or secondment.

The Senior Strategy & Planning Manager will work within the team to provide an effective strategy and planning function that takes account of national and local strategic planning requirements. The post-holder will play a key role in this work by:

  • Supporting work to ensure that the organisations strategic vision, aims and objectives remain relevant and up to date;
  • Working with the Associate Director and Chief of Planning, Partnerships and Strategy manage and co-ordinate the development of the Trusts Annual Operating Plan
  • Developing and leading the process for monitoring and management of the Trusts Annual Operating Plan ensuring senior managers are fully briefed on progress
  • Ensuring awareness and understanding emerging national and regional policies within the Trusts corporate team
  • Helping to build the capacity and capability of strategy and planning work across the organisation;

Main duties of the job

Key Responsibilities

Strategy Development

Work with the Associate Director to develop and implement a programme of strategy development for the Trust to ensure that the Trust has an up to date and high-quality strategy

The post holder has responsibility for providing senior manager support in managing the internal Strategy Development Group/Committee. Coordinating the meetings, agreeing the agendas with the Executive Directors, coordinating papers from Divisions and attending the meetings to gain awareness of delivery against plans

Support the Associate Director in the provision and facilitation of high quality strategy development events and workshops

Be the department lead supporting the development of service specific strategies working with Divisions and Directorates. Ensuring clear alignment with the Trusts overall strategy

Corporate Planning

Provide senior manager support to the Associate Director in the development and implementation of the Trusts corporate planning processes

Project scoping and managing delivery of Annual Operating Plans, supporting and challenging divisions in the business and operational planning ensuring timescales are met and all responsible individuals are aware of their obligations

Be an expert on the NHS Operational Planning Guidance, providing advice to all levels of the Trust on planning and operational requirements and expectations

Support the planning processes internally and externally, ensuring that they run effectively and smoothly, and to agreed timetables. This will involve arranging and attending meetings with key planning leads and representatives from Divisions and Directorates, presenting in Director level meetings with commissioners and facilitating a strong relationship through these meetings

Lead and manage the monitoring of the Annual Operating Plan liaising with Divisions and Directorates to understand progress, risks, issues and escalations

Develop reports for Executive Directors and Trust Board that effectively communicate the progress in delivering the Annual Operating Plan highlighting achievements, risks and issues

Work proactively with Divisions and Directorates to support them in developing their Annual Operating Plan responses that support the delivery of the Trusts annual planning objectives

Develop and maintain appropriate networks and relationships that will support the Trusts approach to strategy and planning

Monitoring and Interpreting Policy

Responsible for implementing and managing a process to monitor and horizon scan for relevant national policy and guidance and develop briefings for senior managers and Executive Directors

Procurement and Tendering

To support the Trust in the development and submission of tender submissions and procurement opportunities related to commissioner discussions and requirements for information related to this

To provide advice and guidance to Divisions on the effective completion of tender submissions, ensuring a central log is maintained and submissions are checked from a Trust perspective

Communication

To develop strong and mature working relationships with divisions, commissioners and other providers to ensure alignment and consistency of planning processes

Contribute to effective working relationships within the Trust and with external stakeholders particularly in relation to the development of the Trusts Quality Account

Develop and maintain clear channels of communication within the health community as a whole, crossing professional and organisational boundaries where necessary, as well as within the Trust

Manage the Planning & Partnerships Intranet Site, providing full information on commissioning activities and resources
