Job summary
This is a key and vital role in delivering our operating plan and achieving our strategic aims. The post holder will have significant ability to influence, shape and continually improve the services within the Medicine Division. Accountable to the Chief Operating Officer / Deputy CEO, the responsibility will be to deliver through triumvirate leadership within the division working to the Divisional Clinical Director and alongside the Associate Director of Nursing. Key objectives will include leadership for the Medicine Division, to provide high quality safe care, with timely access, and living within financial means.
You will have a commitment to service improvement and working as part of a senior team that fosters an environment of distributive leadership and promotes high standards with emphasis placed upon adherence to the Trust values and behaviours.
You will need to have significant operational experience and to keep both patients and staff welfare at the centre of your personal professional values. You will need to demonstrate commitments to working in collaboration with system partners and to have proven record of accomplishment of leading multidisciplinary teams in Healthcare environments.

ACHIEVEMENT OF PERFORMANCE TARGETS/DELIVERY
- Develop and implement effective monitoring arrangements across the
Division to accurately monitor performance (activity, access, quality, finance
and workforce) against local and National targets and advise operational
managers on strategies to address and pro-actively manage any variance.
- Ensure robust and consistent waiting list systems and processes are in
place across the Trust and that waiting lists and times are actively and
appropriately managed in line with the operating plan.
- To lead and develop system wide improvement plans to support the transformation
agenda with key consideration to the involvement and engagement of wider system
partners.
- To collaborate with Divisional Operational Directors, Divisional
Clinical Directors and Executive leaders to ensure planning is collaborative
and well-co-ordinated to a single vision.
- To develop and monitor delivery of constitutional standards within the
division.
- Toensure that all planning takes into account full resource allocation
and is prioritised according to an agreed Trust strategy.
- The post holder will develop and line manage key staff in the division.
SUPPORT THE TRUSTS CAPACITY MANAGEMENT SERVICE
- Support the Director of Operations for the
Acute Care Division with day-to-day patient flow, providing direction and
leadership to the medical specialties to ensure patients are managed through
the system effectively and that the emergency access standard is delivered in
accordance with the operating plan.
- Ensure that robust capacity planning takes place in Division and that
proactive capacity management is in place.
- To contribute to the development of an annual capacity and demand model
that reflects best practice and stretch targets for the organisation.
- Review and develop plans to manage demand and capacity, working within
division to ensure the collective resources are sufficiently flexible and
responsive to address peaks and troughs of activity.
- Monitor demand and utilisation of the bed complement for the organisation,
supporting divisions in managing throughput and flexing resources (beds and
workforce) to ensure sufficient bed capacity to absorb fluctuations in demand,
whilst minimising recourse to additional resources outside of financial
allocation e.g. agency staff.
- Represent the Trust on health economy groups on matters concerning non
elective performance and cancer waiting times, promoting a whole systems
approach and ensuring that the trust interests are best represented in regard
to any plans on managing non elective performance and cancer waiting times.
- Lead on the implementation of new systems, processes and policies.
PLANNING & SERVICE DEVELOPMENT
- The post holder will contribute to delivery of the Trusts strategic
plan, by working in partnership with corporate teams and external organisations
and commissioners, to achieve the Trusts corporate objectives and to make a
positive contribution to the provision of health services across the local
health economy.
- Support service planning for the organisation, develop and implement
short, medium and long-term strategic plans for continued development of
sustainable and financially viable services. Provide expertise and support to
Divisional teams in the development of business cases in support of strategic
plans, within the framework of Trust annual business planning.
- Co-ordinate the strategic planning of services with the Divisions,
produce the overall Annual Plan and identify and advise on future resourcing
and change management requirements.
- To provide appropriate input and challenge to clinical and business
plans, where necessary.
- To work with colleagues across the local health economy to improve both
elective and emergency care pathways for patients in conjunction with the
appropriate operational managers.
- Keep abreast of innovation both internally and externally, bringing
intelligence to the group and learning from evidence and research elsewhere to
