An exciting opportunity has arisen for a highly motivated and professional individual to join the Transformation, Strategy & Improvement ("TSI") team at East Sussex Healthcare NHS Trust ("ESHT").
The TSI team has come together recently within ESHT, and it supports the Trust in the delivery of our priority Transformation programmes and Improvement objectives. We provide a mixture of skills including expert project and programme management, as well as analytical and continuous quality improvement capabilities. We have people at a range of levels in the team, led by our Director of TSI. We work as a unit, sharing and using skills across the team to support key programmes.
ESHT is at the beginning of its 'Continuous Quality Improvement' journey and the TSI function, and therefore this role, will be central to driving that programme and its success. Developing Continuous Quality Improvement capability is one of the Trust's top priorities and as that programme matures so will the opportunities for this role to develop and evolve.
We are seeking someone who can demonstrate excellent programme management and improvement skills (such as the tools and techniques from QSIR, The Model for Improvement, Lean, Six Sigma), robust quantitative and analytical skills and the ability to present complex analysis in a range of environments, both internal and external, including at Executive level.
Main duties of the job
The TSI function oversees 3 main sub-functions. The purpose of the function is:
o Transformation Programmes - ensure delivery of the Trust's priority Transformation programmes and supporting, where appropriate, critical business cases for those programmeso Strategy - Identify and address critical Trust-wide strategies, analysing and recommending on strategic questions (Lines of Enquiry) for the Trust, leading strategic & major business cases. Also, the link point for Place, ICB and ICP strategic programmeso Improvement projects & the "Continuous Quality Improvement" programme ("CQI") at ESHT - Drive priority improvement project delivery and benefits realisation; promote, provide expertise for and sustain the Trust's CQI programme; support improvement skill development in colleagues during improvement projects (i.e., 'on the job training') across the trust.

Responsible for ensuring the effective scoping, design, milestone planning, KPI tracking, programme or project structure for the Trust and reporting content, seeking advice from the Director or TSI team as required.2.2. Developing and upskilling both the team and other colleagues in the Trust to improve capability over time in the above respect.2.3. Act as an expert resource for support and advice for programme management and improvement processes where the Trust is a provider of services working closely with operational divisions and corporate functions as required.2.4. Leadership of appropriate responses linked to NHSE/I, ICS, for Trust transformation & improvement priorities, ensuring relevant divisions or teams are convened, governance and documentation is robust and completed to a high standard.2.5. Supporting the development of robust and consistent transformation or improvement programme management governance processes across the Trust ensuring best practice and professional standards are maintained.2.6. Provision of high-level support and advice to Trust operational teams in a transformation period where this relates to novel, complex and/or contentious change.2.7. Work closely with the wider finance team in relation to scenario modelling and other innovative approaches/responses where appropriate linked to transformational change or strategic decision making.2.8. 3. Lead Implementation of Transformation Business Cases (for agreed, specific strategic or transformation priorities)3.1. Support the development of business cases in accordance with HM Treasury infrastructure and projects authority guidelines.3.2. To be aware of and take remedial action where appropriate to ensure that all key performance indicators (e.g., day case rates, new, follow up rates/length of stay etc.) in those selected business cases are linked to strategic priorities.3.3. Advise divisional and service leads in their development of selected business cases.3.4. Ensure business case assumptions are evidence based and clearly aligned to the delivery of the Trusts aims and objectives.3.5. Lead on the transition from business case writing and approval to implementation planning and subsequent project management.3.6. Management, Human/Financial Resources accountabilities and responsibilities Provide high level management supervision and performance review for junior members of the Strategy & Transformation team, delegating work to them as appropriate to ensure the delivery of a high-quality service both for substantive, fixed term or consultancy staff. This may include recruitment, managing performance, dealing with sickness absence and appraisals. Leadership of ad-hoc multi-disciplinary teams which may be made up of both internal and external and non-NHS representation. Assist clinicians, senior managers and key stakeholders to maximise any benefits as a result of key strategic transformational programmes. Responsible for managing resources associated with selected transformation and improvement projects as required i.e., budget, project hours and any other associated costs. Information Systems For the Trust priority transformation programmes develop and maintain databases of tenders, bids and business cases and creating reports related to planning and business development functions. Use Trust systems to generate complex documentation and maintain information systems including analysing financial data and creating reports, Analyse, interpret and present complex data and information from a variety of sources and formats into information that is consistent, accurate, relevant and appropriate for use by a variety of audiences. Use Microsoft Word and Excel to a high standard to enable interpretation, analysis and manipulation of data. Development of a suite of transformation and improvement programme documentation. Responsible for ensuring these are updated on an ongoing basis. To lead on clinical service modelling, to better understand complex and clinical service data including capacity and demand, efficiency savings, cost benefit analysis and performance trajectories, as part of business case, bid development and market analyses as part of transformation programmes or strategic lines of enquiry.
