Job summary
The Trust had an ambitious strategic plan incorporating significant capital investment, including immediate plans over the next 3 years of £30m for a new Elective care centre site, £12m for consolidation of cardiology service (refurbishment/new build), £3.5m for consolidation of ophthalmology service (refurbishment) and £12m for ICU and Decant wards (refurbishment/new build).
Furthermore the Trust capital budget is variable year on year but for estate capital schemes it is in the range of £8-15m per annum. Schemes range from small but technically challenging backlog maintenance e.g. replacement of an Operating Theatres AHU at say £25k, to clinical facility type adaptions etc. This is currently managed by the in-house capital project team, with external professional teams, including outsourced project managers.
We are part of the New Hospitals Program and our District General Hospitals at Eastbourne and Hastings, together with our s Bexhill satellite community hospital, will mean we effectively remodel/refurb/new build all 3 sites. We are in the strategic planning/business case stage.
We have been successful in bidding for capital scheme monies through a number of sources e.g. recent SALIX Net Zero grant monies of £28m and we will continue to seek capital bidding opportunities when they arise.
Main duties of the job
This position will lead the development and delivery of the ESHT Strategic Estates Masterplan and associated schemes and projects to achieve the Trust's strategic aims and objectives, contributing towards the overall sustainability of the Trust.
The post holder will carry out the lead on major £multi-million high value construction schemes, value range of £2m-30m for individual projects.
The post holder will have responsibility for the management and delivery of all major capital schemes above the £2m threshold.
To lead all stages of the programme and project lifecycle from briefing, business case approvals, design, construction, handover and post project evaluation
The post holder will lead the research/development, selection and implementation of procurement strategies and options
