Job summary
To provide professional and highly specialist advice and leadership ensuring that temporary staffing systems and resources are appropriately managed and developed to meet the changing needs of the Trust.
To be responsible for and lead the development of the Trust wide temporary staffing strategy including all associated policies, practices and quality initiatives that impact across the whole organisation and ensuring that a flexible strategy and operating model is in place.
Liaise with procurement and internal audit teams to agree on the use of external agencies considering overarching cost, quality and compliance.
To design and manage competitive service level agreements and contracts in line with Trust strategy and service objectives and to be an expert in respect of industry best practice and technology. Leading on the implementation of service improvement and change to ensure that delivery of a best in class temporary staffing service.
Main duties of the job
To work in partnership with Trust Managers, external agencies and professional bodies in order to achieve cost-effective joint solutions in respect of temporary staff, minimising the use of external agencies and reducing overall spend.
To meet regularly with external providers, procurement groups and other NHS Trusts to ensure that best practice is shared, and that the service level agreements are negotiated and are appropriately benchmarked against external services.
Through a variety of media, ensure that all clinical areas and Trust departments are fully informed regarding the Trusts objectives in respect of temporary staffing.
To provide, receive, interpret and communicate highly complex, sensitive and if required contentious information to senior management, board members, managers, staff and other stakeholders, identifying and sharing industry knowledge and best practice
To develop internal and external networks to benchmark Trust services and ensure that best practice is applied within the organisation, maximising networking opportunities for development and innovation.
To provide expert advice on complex business cases relating to temporary staffing issues.
To oversee the Bed Management across all inpatient wards in the Trust.
To provide expert resourcing advice and share industry knowledge, skills and expertise with key stakeholders.
