The NHS Capital Funding landscape is changing dramatically and provides multiple opportunities for a forward-thinking Trust to access funding to support projects that reduce Critical Infrastructure Risk and support safe and effective patient care.

We are seeking an experienced and strategically minded Capital Programme Manager to manage and deliver the Trust Capital Programme. This role will lead the delivery of a complex, multi-million-pound capital investment programme across our three acute hospital sites: Worcestershire Royal Hospital, Alexandra Hospital (Redditch), and Kidderminster Treatment Centre.

This is a senior leadership role within the Capital Planning Team, Estates and Facilities, with significant responsibility for shaping and delivering capital programmes that directly support patient safety, clinical service transformation and the Trusts long-term strategic objectives.

Main duties of the job

The Capital Programme Manager will have overall responsibility for the planning, governance and delivery of the Trusts Capital Programme, managing a team to deliver a diverse programme of projects from feasibility through to commissioning, handover and operationalisation.

Lead the development, management and delivery of the current and future Capital Plan aligned to Trust Strategy and the 10-year Infrastructure Plan

Provide senior leadership and line management of the Capital Planning Team

Establish and maintain robust capital project governance, including the development of procurement strategies.

Ensure compliance with Trust Standing Financial Instructions, procurement regulations, CDM Regulations and the Building Safety Act

Provide strategic oversight of capital budgets and financial performance

Support the development and submission of external funding bids

Work collaboratively with clinical, operational, IPC, fire safety, health & safety, digital and PFI stakeholders

Lead on sustainability and Net Zero capital programmes

Ensure effective commissioning, handover and post-project evaluation

The post holder will be expected to work a minimum of 3 days on site, depending on activity.

The post holder will deputise for the Director of Estates & Facilities Strategic Estates as required.

Role

This post requires a positive and proactive approach to Projects, confidence to challenge the status quo and the experience, knowledge and personality to effect change.

Role

Direct responsibility for the delivery of all stages of funded capital works schemes across all 3 sites, encompassing the process from feasibility through to handover and operationalisation. This includes responsibility for both internally and externally funded projects.

Oversee the development of future years Capital Plan as well as the management and execution of the current Capital Plan. Ensure the Capital Plan aligns with Trust Strategy and the 10-year Infrastructure plan.

Work closely with the Head of Operational Estates and Technical Services, to support the development and the delivery of the capital elements of the rolling Backlog Maintenance and Critical Infrastructure programme.

Direct responsibility for ensuring compliance with Trust Standing Financial Instructions (SFIs) and Procurement regulations, as well as all Trust Policies.

Establishment and maintenance of robust Project Governance, chairing Project Boards when appropriate, and preparing highlight reports for Trust Boards.

Responsible for conducting Post Project Evaluations, ensuring that lessons learned are applied to subsequent schemes.

Provide support to the Deputy Director of E&F in the development and ongoing review of the Estates Strategy, maintaining alignment with Trust Clinical Strategies
