Job summary

We are looking for a forward thinking and enthusiastic Deputy Directorate Manager in our Head and Neck Directorate at Worcestershire Acute Hospitals NHS Trust.

The successful candidate will provide leadership and management support to ensure high quality, safe, effective and patient-centred services across the Directorate.

Working alongside the Deputy Director of Operations, Clinical Director and Matrons, the post offers career development and will be responsible for the delivery of financial, strategic and operational standards.

The post holder will support the Deputy Director of Operations in their work with the Directorate Triumvirate to ensure the safe and effective delivery of all patient services within the Directorate. This involves achievement of all operational performance targets, including access, finance, and quality.

The post holder will assist the Deputy Director of Operations with the provision of timely, efficient and effective Directorate support ensuring that a responsive, innovative service is provided to the highest possible standards, in line with Trust values.

The post holder will work in a Trust-wide capacity under the direction of the Deputy Director of Operations and will represent them at meetings as necessary and appropriate.

The post holder will support the clinical teams to ensure that clinical safety and quality is maintained alongside the business integrity of the Directorate.

Main duties of the job

This role is part of the senior leadership team in the Directorate of ENT, OMFS and Dermatology, in the Division of Surgery. The post-holder will provide operational management to the specialties of ENT, OMFS, and Dermatology in partnership with the Clinical Service Leads, Matrons and Specialist Nurses. The post holder will ensure that ENT, OMFS, Dermatology deliver RTT and cancer access standards, activity plans and financial targets. Working closely with clinical colleagues, the post-holder will play their part to ensure services are safe and of good quality. The post-holder will support the Deputy Director of Operations/Directorate Manager and deputise in their absence.Improving Diversity and Inclusive Recruitment:

Job responsibilities

Performance

To ensure that the operational performance of ENT, OMFS, Dermatology is effectively managed to meet agreed objectives and targets. This includes RTT access and cancer standards.

To work in close collaboration with the Deputy Director of Operations/Directorate Manager, Clinical Service Leads and Matron/Senior Nurses to set and deliver Directorate objectives, in line with Divisional and Corporate targets and strategies.

To manage and deliver income and expenditure (I&E) financial balance on the specialty budget devolved to the Directorate.

To plan and monitor performance against all activity targets and other service objectives. To ensure that all national and locally agreed performance indicators are understood and met.

To work closely with Cancer Services Team, ICB and Cancer Alliance to ensure continued development, review, management and monitoring of the delivery of standards associated with the NHS Cancer Plan as they relate to the Directorate.

To work with clinical colleagues to ensure that day case rates improve and all opportunities are taken and implemented to deliver clinical services on an ambulatory basis.

To manage ENT, OMFS, Dermatology performance, responding to complaints and incident investigations, highlighting concerns to the Clinical Service Leads and/or Matrons as necessary. To agree and monitor implementation of subsequent action plans.

To manage the specialty risk register and escalate appropriate risks to the Divisional risk register.

To take responsibility for the Directorates compliance with H&S and CNST/NHSLA standards. To identify, agreed and implement subsequent action plans.

To provide regular updates on specialty performance to the Deputy Director of Operations/Directorate Manager, Cancer Manager and Divisional Director of Operations to facilitate reporting as required.

Financial Management

To hold the budget for the designated specialty, managing delivery of income and expenditure (I&E) financial balance. This will involve working with the Finance team to understand and manage all aspects of financial performance including delivery of CPIP.

To develop Business Cases for the specialty as required for presentation to the Divisional Team. This will involve liaison with financial, informatics and workforce colleagues to build an appropriate case of need.

To liaise with the contracts team to ensure that the specialty maximises income through robust coding, costing and pricing processes.

To ensure compliance with Standing Financial Instructions (SFI).

Business / Policy / Planning

To support delivery of the annual capacity and business planning process for the designated specialty and contribute to the Directorate plan e.g. Identify annual objectives, cost improvement savings, cost pressures, capital requirements as part of this process to agreed timescales.

To support the Deputy Director of Operations/Directorate Manager, Clinical Service Lead, Matrons/Ward Managers, Departmental Managers and other key personnel within the Directorate in undertaking strategic and developmental reviews of their services and action planning for identified areas for improvement.

To work closely with the finance and business teams to develop innovative methods of income generation (fully understanding the implications of patient choice), financial control, strategic planning and bids for new opportunities, modernisation and public/private partnership funding.

To draft business cases /briefing documents and papers, for submission by the Deputy Director of Operations/Directorate Manager / Divisional Director of Operations, Nursing, Medicine and Nursing to other Trust groups as necessary.

To effectively manage the implementation of agreed outcomes from submitted papers/reports as detailed above.

To support the Deputy Director of Operations/Directorate Manager in ensuring the review and update of policies/procedures and working practices across specialities/departments within the Directorate to ensure standards of practice are maintained. To contribute to the update and rewriting of Trust wide policies.

To ensure Junior Doctor compliance in relation to European Working Time Directive, working closely with Clinical Leads to achieve this.

To work with the Divisional Management team to review workforce plans with Clinical Service Leads, Matrons and HR to ensure appropriate and effective workforce planning in short-, medium- and long-term scenarios.

To ensure effective communication channels are established, maintained and developed within the specialty.

To work closely with the Human Resources team in developing a partnership working framework with staff representatives within the specialty.

Governance

To develop a strategy to enhance quality standards within the Specialties in line with the overall objectives of the hospital. Establish appropriate mechanisms to monitor achievement and take action in the event of underperformance in line with the processes established within the Directorate and the wider Division.

To ensure specific quality initiatives within the Specialties are co-ordinated, implemented and reviewed. To manage any operational issues arising from governance reviews. This will often require implementing changes in practice.
