Job responsibilities
Matrons are vital to delivering
high quality care to patients and their relatives. They are instrumental in
promoting high standards of clinical care, reducing health inequalities and
promoting equality for all, workforce retention and recruitment, staff
education and development, compassionate, inclusive leadership and patient
safety.
The Matrons
role is the cornerstone of improving the quality of patient care. They do this
through visible inclusive leadership and engagement with patients and families,
frontline staff and senior management teams. Matrons provide key assurance to
the Board, providing evidence that the organisation is delivering safe care and
supporting and developing staff to fulfil their roles.The Directorate
Matron will provide nursing leadership for the Directorate working in
partnership with Directorate triumvirate comprising the Clinical Director,
Clinical Leads and Directorate Manager. This team will deliver on the
Directorate priorities in partnership with respective colleagues.

To ensure that
there is optimal utilisation of beds within the area managed, monitoring length
of stay and expediting patient discharge by ensuring appropriate planning and
proactive measures
To carry out HR
duties such as appraisals and sickness management reviews
To implement the
CQC well-led domains in the matrons area of responsibility
To represent the
voice of the nursing profession, acting as ambassador and advising the Clinical
Director, Directorate Manager and Clinical Leads on professional nursing
matters and specific speciality nursing issues
To take the lead
role on one or more corporate initiatives/projects in agreement with the
Divisional Director of Nursing and Chief Nursing Officer and/or key
deliverables and co-ordinate the development, management and implementation
across the Trust
Develop practice in
assessing and addressing individuals health and wellbeing needs
Governance,
patient safety and quality
To use monitoring
of systems and processes to provide assurance of patient safety and quality of
care
To use innovative
methods to maintain governance, patient safety and quality, shared
governance, shared decision-making and pathway to excellence.
To implement the
updated patient safety strategy within the matrons area of responsibility,
including the new Patient Safety Incident Management System and just culture
To ensure
safeguarding covers all people by embedding all safeguarding legislation,
policies and procedures within local area of responsibility
To maintain
environmental cleanliness and infection prevention and control compliance
locally, ensuring that IPC is everyones responsibility
Working with
operational and professional colleagues, champion a culture of continuous
improvement. Monitor care standards and act on the information
Endeavour to ensure
that staffing levels are maintained that ensure patient safety, and concerns are brought to the attention of the Chief Nursing Officer
Ensure that all
Trust policies are implemented within the area of responsibility
and followed by all staff
Workforce
planning and resource management
Provide
disciplinary support and performance management to ensure safe and quality care
delivered by engaged staff
Undertake workforce
establishment reviews and ensure staffing levels are safe to deliver quality
care
Undertake training
and development of the workforce to ensure equality of access and inequalities
are removed
To visit wards and
departments daily to support Sisters and
Charge Nurses, and ensure that the resources available are controlled and utilised effectively to ensure high quality patient care is delivered. Manage ward budgets effectively and that costs relating to the use of NHSP and agency
nurses are kept to a minimum
Patient
experience and reducing health inequalities
To implement and
update the patient and staff experience agenda
To be proactive in
seeking patients views and ensure that feedback from patients is valued and
acted upon and lessons disseminated, to enable changes in practice if they are
necessary
To work with the
Associate Chief Nursing Officer for Patient Experience and the Heads of Nursing
to champion the implementation of the patient and carer experience strategy,
actively seeking to gain and act on, more patient feedback about their services
To provide a link between the area of responsibility and Patient Advocacy Liaison Service
(PALS), Chaplaincy and other services to support patients and their carers
To work
pro-actively to resolve patients or carers dissatisfaction or complaints,
making time to meet and talk with patients and carers
Performance
and operational oversight
The post-holder
will play a key role in ensuring compliance with the CQC domains of Safety,
Caring, Responsiveness, Effectiveness and Well Led throughout their areas of
responsibility, providing assurance and evidence of compliance, taking action
wherever a shortfall is identified
Work closely with
the Clinical Director in the achievement of clinical and non-clinical
performance targets and capacity management, including delivery against target
length of stay and patient throughput and effective utilisation of facilities,
and take remedial action in conjunction with Clinical Director where
performance is below plan
Contribute to the
delivery of contracted activity and patient access targets, including RTT, 4
hour and Cancer standards following discussion and agreement with the Clinical
Director, actively participating in planning within the Directorate and taking
the lead in the development and implementation of relevant operational policies
Education,
training and development
To develop own and
others knowledge and practice across professional and organisational
boundaries
Empower
Ward/Departmental Sisters/Charge Nurses supporting the development of their
role through enabling them to acquire and maintain appropriate management
skills, which enable them to discharge their responsibilities effectively. To
ensure that a training and development plan, based on need, is produced and
reviewed annually
To ensure all
Ward/Departmental Sisters/Charge Nurses have the opportunity to benefit from
leadership development and continue to support and use the opportunities available
Ensure that
appraisal arrangements are in place for all nursing staff within their sphere
of responsibility and that objectives align to the clinical, performance and
business requirements of the Directorate, in order to address training and
development needs within their team and promote an ethos of continuous
professional development
Ensure that
opportunities to share learning and experience between the multi-disciplinary
team are promoted to ensure good communication and utilisation of relevant
information
Maintain current
active NMC registration, and act always in accordance with Trust Policies and
procedures, NMC Code and other guiding documentation
Collaborative
working and clinical effectiveness
The Directorate
Matron will act as a clinical role model, assessing and delivering care needs
as a significant part of their role.
They will also ensure high standards of clinical care are consistently
achieved and monitored

wider national campaigns, including those for nutrition and hydration, pressure
ulcer prevention, falls, infection prevention and control and discharge
To play a lead role
in ensuring patients nutritional needs are met through: having systems to carry
out nutritional assessment being involved in commissioning patient food
ensuring meals are accessible to patients, ensuring meals meet patients
cultural needs encouraging families to meet patients nutritional needs
ensuring that Ward Housekeepers are available to assist with meals
Service
improvement and transformation
Deliver service
improvement and transformation, including empowering staff to take on a wider
range of clinical tasks
To contribute to the long-term strategies of the
Directorate, including major operational changes, service reviews and
developments
Take a lead role or
participate in the development of corporate and Directorate objectives/projects
ensuring that the nursing resources available are targeted towards their
achievement. Thus ensuring a progressive
and pro-active culture of delivery and change
Advising and
contributing to Directorate service development plans, in order to promote new
initiatives and plans as part of the Divisional Annual Business Planning
process, and encourage the active involvement of clinical staff in business
planning and service development
Contribute
pro-actively to Directorate cost improvement plans (CIP) and QIPP plans in
order to ensure their areas are working within the agreed budgets
