Job summary
The Contracts Manager post is to assist in the provision of a cost effective, efficient and responsive procurement service in line with Trust and Departmental objectives and targets. This will be achieved by meeting the Departmental savings target, managing a portfolio of complex contracts and a range of healthcare related procurement projects.
Main duties of the job
Manage a portfolio of complex contracts as agreed by the Deputy Head of Procurement (Contracts) these contracts will be at values above the Cabinet Office tender thresholds and duties will include but not be limited to:
Identify appropriate routes to market
Negotiations with suppliers at indicative and final tender stage
Evaluation of bids in line with the defined specification
Award recommendations
Post tender de-briefs to unsuccessful suppliers
Ensure projected savings/outcomes are achieved
Increasing Procurements' influence and securing recurring financial savings by examining the non-traditional areas of non-pay spend.
Work collaboratively with Tameside and Glossop Integrated Care NHS Foundation Trust and other Trusts or public sector bodies as appropriate and as agreed by the Deputy Head of Procurement (Contracts).
Provide professional support and procurement advice to Senior Managers, Clinicians and other Stakeholders and promote the benefits of effective and best procurement practice.
Raise the profile of the Procurement Department.
Work with Clinicians and Senior Managers to ensure complete, accurate and relevant specifications are written for all quotations and tenders.
Develop, agree and implement specific contract review criteria and maintain evidence of such reviews.
Identify and deliver savings in line with the Trusts' Cost Improvement Programme whilst continuing to ensure value for money is achieved.
