Job summary

Tunbridge Wells Hospital was built as a PFI (Private Finance Initiative) and became operational in 2011. As part of the PFI, the hard services have been provided for the term of the contract via the Project Co. Currently the service Provider is Mitie.

The primary purpose of this role is to act as the intelligent client function, ensuring that PFI services are delivered to meet the Trust's strategic and operation needs at Tunbridge Wells.

The PFI Manager will understand and fully comprehend all aspects of the contract and ensure that the service provider via the Project Co fully delivers their obligations which will include day to day operations, life-cycle works and reporting.

The post holder will also ensure that Trust staff follow procedures and that any requests are in the Trust's best interests, ensuring value for money and that governance is correctly followed.

This role is instrumental in the delivery of the Trust's strategies and will therefore need to be fully integrated with senior personnel throughout the Trust to ensure work ethics and objectives align.

The post holder will focus on strengthening the Trust's capacity and capability in relation to contract management of the PFI and will work closely and collaboratively with other corporate functions.

Main duties of the job

  1. Will represent the Trust in contract discussions and negotiations as well as disputes (major & minor) with the service provider and/or the SPV.

  1. To manage the relationship and contract performance with the PFI partners and lead the review of contract delivery to ensure the Trust receives high quality, efficient and cost effective services that meet the Trust business and regulatory requirements, including identification and delivery of cost improvement plans.

  1. Monitor the PFI service delivery to ensure it is compliant and that the contractor self monitoring is accurate. Challenge any areas of non-compliance and formally agree the final position as part of the monthly reporting.

  1. Work with the SPV and service provider to develop the site for the future to ensure both the building and services within it align with the Trust's strategy and objectives.

  1. Act as a main point for contact for internal stakeholders with regards to technical advice, service delivery and general operational issues that have required escalation.

  1. To drive financial efficiencies for the Trust via the contract and effective stakeholder management.
