Job summary

We are recruiting for a new role - System Director for Urgent and Emergency Care (UEC) in Leicester, Leicestershire and Rutland.

You will be the senior leader in our UEC collaborative. We are excited about the ambition of the collaborative and itsaims to improve quality, efficiency and productivity within UEC clinical pathways.

This is an exciting time to work in LLR. As part of the Integrated Care Board, we have strong and effective relationships across general practice, NHS providers, Local Authorities and voluntary sector partners. We want to work together to drive transformation change in Urgent and Emergency Care across LLR.

Main duties of the job

The colleague will work with us, the System Clinical Director and Head of Nursing, and wider teams to drive improvement and transformation across the UEC pathway on behalf of the system partnership. The role will provide many opportunities to make a difference to colleagues and patients and will have the full support of the partnership across the LLR ICB.

Lead the strategic planning, and ensure the delivery of the plan, for Urgent and Emergency Care (UEC) on behalf of the Leicester, Leicestershire and Rutland (LLR) UEC Collaborative. Working on behalf of the LLR system, including University Hospitals of Leicester, the LLR Integrated Care Board, Leicestershire Partnership Trust, East Midlands Ambulance Service, our other urgent care providers and in partnership with local authorities and primary care, the postholder will lead the LLR UEC Collaborative.

The post will work closely with health and social care partners to embed system priorities underpinned by an appropriate assurance framework and a culture of joint responsibility for delivery, performance and recovery.

  • Oversee and implement the agreed model in LLR for UEC.

  • Oversee, with subject matter experts, the commissioning of specific UEC service change and/or service developments within the appropriate governance parameters, reflecting the needs of the local population and system objectives and are in line with system financial governance arrangements.
  • Provide assurance to system partners including regulators and other regional or national bodies via agreed governance on performance, delivery and emerging risk relating to UEC. This will include regular reports to appropriate boards.
  • Establish and maintain effective partnerships with neighbouring systems to work effectively across organisational boundaries making best use of resource and drawing on best practice initiatives.
  • To work closely with all partners, including the LLR Director of Planned Care to ensure a standardised approach where appropriate across both programmes

  • Develop strong, open relationships with clinical and non-clinical leaders and other key stakeholders including Primary Care Networks (PCN), providers, local government and NHS England to deliver improved access to UEC services.
  • Anticipate and manage opportunities and problems through the effective use of performance management systems; identifying where intervention may be required.
  • Be responsible for ensuring that systems and processes are developed to provide clear accountability and evidence-based assurance with regard to the delivery of performance against key UEC standards.
  • Provide reports as required for the relevant Boards and sub-committee.
  • Work with the collaborative Executive Team to develop innovative business partnerships which support improvements in UEC and the long-term sustainability of services.
  • Work closely with the System Clinical Director and UEC System Head of Nursing to deliver key result areas.
  • Communicate the vision, objectives and plans to achieve commitment and ownership
  • Provide leadership in the development of future service models ensuring congruence with future estate plans
  • Act as the System Winter Director
  • Participate in an on call rota
