Job summary
This is an exciting new role to support the mobilisation of a new Non-Emergency Patient Transport Service (NEPTS) and to improve the current transport arrangements for the Trust. The successful post holder will be based at the Leicester Royal Infirmary site and will be involved in establishing the new service working closely the Head of Patient Transport Services. You will be joining a fast paced, dynamic team who are focussed on making sure our patients receive the best transport services we can provide.
Main duties of the job
Responsible for the day to day management and Service Delivery of Non-emergency Patient Transport (NEPTS), Service providers and Emergency Patient Transport Services for the Trust. Ensuring all providers are keeping up with demand whilst managing complex competing priorities.
Undertake performance monitoring and reporting of the delivery of the above services supporting the Head of Patient Transport Services to improve the efficiencies and effectiveness of service delivery.
Supporting the continued state of preparedness for the trust to respond to any major or significant incident.

NEPTS OPERATIONAL MANAGEMENT
- Provide professional leadership, advice and information for non-emergency patient transport; supplying advice and support on complex transport matters, manging complex competing demands of different services. Enhancing external links for professional issues.
- Lead on the day to day management and service delivery for the Trust in respect to non-emergency patient transport services.
- Resolve highly complex and conflicting subject matters in relation to the planning and scheduling of patient transport services in a day to day working environment.
- Raise awareness of the trusts NEPT policy and eligibility criteria and provide any relevant training to key staff to ensure all those requesting transport are aware of how to apply the eligibility criteria correctly.
- To ensure that the service offered is focussing on the important things, disinvesting in those services or processes which add no or little value to patients. This therefore ensures that the Trust remains value for money and service centric.
- Develop NEPTs service practices. Ensuring that they have policies and procedures in place. Creating policies if required and ensuring that they are reviewed on a regular basis. Reporting change to policy to the Head of Patient Transport to take through the relevant governance.
- On behalf of the trust and alongside the Head of Patient Transport support the ICB in the management of NETPS and Emergency Transport services that are commissioned.
- Work with all of the service providers managers to ensure complaints and critical incidents are investigated and dealt with collaboratively, effectively and quickly.
- Work with all providers and staff to increase efficiency especially in reducing aborted/wasted and non cost effective journeys.
- Attend any Trust or External Meetings in relation to patient transport services as required.
- Deputise as required for Head of Patient Transport Services at meetings regarding NEPTS/Emergency Patient Transport.
- Facilitate and chair when needed any regular NEPTS meeting ran by UHL.
- Accurately analyse performance data to enable development of performance measures and targets and work collaboratively with the service providers to ensure that these targets are achieved.
- Undertake patient satisfaction surveys and review the outcomes to ensure the effectiveness of the delivery of services.
- Work closely with other managers to respond appropriately and in a timely manner to any changing demands on the service.
- Liaise with staff, service providers and any external agencies, with relation to patient transport, on complex issues or difficult situations and provide advice on how these may be effectively resolved.
- Participate in the collection and analysis of information relating to general performance, contracted activity and quality and participate in agreeing strategies and responding to trends.
- Develop a broad knowledge of local IT systems and maintain a good understanding of all available software.
- Work under own initiative with minimal guidance and supervision.
- Provides training on NEPT to clinicians, managers and ward staff.
- Undertake any other duties, which are commensurate with this role.
- Work with the Senior Management Team and providers to ensure we have value for money from all of the contracts.
- Reconcile invoices against recorded activity and authorise accordingly up to £5,000.
- Play an active role in the planning, implementation and management of any change process with regard to NEPT using specialist transport knowledge and practical experience to support developments.
- Support on the safe and smooth transition of existing provider transport contracts, involving the mobilisation and implementation planning of new NEPTS contracts within the Trust, meeting the expectations of commissioners and patients.
- Work closely with the Duty Management Team, Discharge Lounge Staff and Discharge Co-ordinators aligned to the booking of transport. ensuring that any transport issues are identified, reported and resolved which may impact on service delivery.
- Support, and train the above in respect to transport booking procedures and processes, so each achieve the necessary requirements.
- Maintain regular, effective and timely two-way communications with colleagues and external providers in respect to NEPTS.
CONTRACT NEGOTIATIONS, MONITORING AND PERFORMANCE MANAGEMENT
- In collaboration with the Trust and the ICB and in Contract Leads support in the review and development of the commissioning contract for NEPT service in accordance with ICB contractual terms.
- Engage and develop with other NHS and non NHS bodies, ICS/ICBs, NEPT providers building strategic alliances for services provided. This involves attendance of meetings where conflicting points of view will need to be discussed and resolved.
- Promote effective partnership working across the NHS in commissioning meetings, NEPTS reviews and individual management reviews.
- Attend and contribute to NEPTS stakeholder meetings, chairing in the absence of the Head of Patient Transport Services. Advising the ICB on any deficiencies relating to expected levels of provider performance. Develop corrective action plans with them to manage any risks identified.
- Build robust networks across LLR commissioning groups which uses diversity positively in support of organisational vision.
- To manage effective reporting ensuring that progress and achievements, issues, risks and changes are handled and escalated appropriately
- Be the key contact to maintain effective communication with commissioners and transport providers
- Support the Head of Patient Transport Services in the completion of national data collection for Non-Emergency Patent Transport Services (NEPTS) by liaising with providers. This will need to be done twice per year
