Job summary
Reporting to the Deputy Chief Operating Officer, Planned Care and Diagnostics, the post holder will be responsible for supporting the Divisional Teams and sites to deliver National Standards, by providing specialist advice and support.
The post holder will manage the operational estates implications and identified high impact projects ensuring that effective systems and processes are in place to enable the Divisions to deliver their improvements.
Main duties of the job
The post holder will work alongside the Operations Lead/Senior Analyst and Information Support Team to ensure that the Divisions deliver operational plans that are robust and sustainable
The post holder will take the lead role in coordinating operational planning and the creation and delivery of high impact programmes of work.
The role will have a key working relationship with the Clinical and Medical team leads and will be integral in driving cultural change across the organisation in order maximum employee engagement and introduce an ethos of continuous improvement, with a primary focus on patient outcomes and achievement of organisational objectives.
The role will be responsible for ensuring that, in accordance with Trust policies, the quality of service delivered in the areas of delegated responsibility meet the requirement of commissioners and regulatory bodies, and that the quality of the patient experience is good such as that both patient and commissioners choose to make use of the Trust services again in the future and patients convey a good experience to others.
There will be a requirement to represent the organisation externally as well as developing and maintaining core relationships
The Head of Planned Care and Diagnostics will be the formal deputy to the Deputy Chief Operating Officer and will have complete delegated authority in the absence of the Deputy Chief Operating Officer.

- Responsible, alongside the Head of Elective Access and the Divisional Teams for the delivery of operational targets and standards developing a culture where quality and services continually improve.
- To interpret and implement relevant national and Trust policies relevant to the Operations of the organisation, and to ensure that policy translates into practice.
- To adopt and advocate the principle of re-designing processes around the patient, making sure that the best possible patient experience is the key objective in every service development or improvement project.
- Working alongside the Performance Improvement Team and supported by the Clinical Directorates and 18 week teams to proactively manage activity and delivery to ensure all patient access targets are met and are able to respond effectively to meet market demands and opportunities while fulfilling the obligations for patient activity.
- Ensure that the Divisions are appropriately supported and challenged as they develop ownership of their performance agenda
- Work with the Performance Improvement Team and the Divisions to develop SLAs with internal customers (e.g. theatre utilisation) to support the development of accurate procedure level costing.
Promptly initiate investigation of adverse performance which is serious or persistent, ensuring engagement of the relevant Clinical Director and Directorate Team and ensuring reports are
- produced which clearly identify causes and actions required, and monitoring thereof
- Where necessary report performance issues to the Deputy Chief Operating Officer to ensure engagement of appropriate Executive Directors.
- To work alongside the Performance Improvement team to hold the Divisions to account for performance, supporting the teams to develop action plans for recovery and sustainability as required
- To deputise for the Deputy Chief Operating Officer at Strategic events, as necessary and to support personal development.
- Work alongside the corporate directorates and Divisions to ensure clearly defined performance objectives supported by a management regime to deliver continuous improvement are in place.
